While the government proposed an additional "1000 TL increase in the base salary," civil servants and retired civil servants began to eagerly await the new proposal to be presented at this meeting.
NEW SALARY OFFER FROM THE GOVERNMENT TO CIVIL SERVANTS
The government's latest salary offer to civil servants has been revealed. The Public Employer Committee presented its final offer for the 8th Term Collective Agreement. The committee proposed a 11% increase for the first six months of 2026, 7% for the second six months, 4% for the first six months of 2027, and 4% for the second six months. The previously proposed 1000 TL increase in the base salary was reiterated.
CIVIL SERVANTS HAVE STARTED A PROTEST
Civil servants initiated a one-day strike across the country against the salary offers presented by the government during the collective bargaining negotiations. Led by confederations including Memur-Sen and KESK, civil servants took their demands to the streets. With the civil servants on strike, public offices were left empty.
UNIONS' DEMAND
Memur-Sen has proposed an 88% increase for 2026 and a 46% increase for 2027.
Additionally;
- A 10,000 TL increase in the base salary and a 10% welfare share increase in 2026,
- A 7,500 TL increase in the base salary in 2027,
- Increasing the collective bargaining bonus to 2,925 TL per month,
- Monthly rent assistance of 17,600 TL are also on the agenda.
THE FIRST OFFER WAS 10% AND 6%
The government's initial salary offer was 10% for the first half of 2026 and 6% for the second half. An increase of 4% was proposed for both halves of 2027.
ADDITIONAL OFFER AFTER INTERIM NEGOTIATIONS
As a result of the interim negotiations held on Friday, a new proposal for a 1000 TL increase in the base salary was brought to the agenda. Minister Vedat Işıkhan stated in a social media post, "We will continue our negotiations on a consensus basis in the coming days."
THE PROCESS WILL BE COMPLETED BY AUGUST 31
The collective bargaining process will be completed by August 31 at the latest. If an agreement cannot be reached by this date, the Public Servants Arbitration Board will intervene. The decision made by the board will be binding.
IT WILL AFFECT 6.5 MILLION PEOPLE
With the completion of the process, the salary increases to be applied in 2026 and 2027 will be clarified. The gains achieved will directly affect 4 million civil servants and 2.5 million retired civil servants.
