HAKAN ÇAKIR STABBED TO DEATH
The incident occurred late Sunday night on Adnan Yüksel Street in the Etlik neighborhood. Hakan Çakır, who operated a raw meatball shop, got into an argument with Taha Z. (14) and Samet Z. (17), who were sitting on the stairs, over a right-of-way issue while his mother and sister were returning home from the shop. Hakan Çakır was stabbed to death during the fight that broke out with those who verbally harassed his 15-year-old sister and mother. In the fight, his brother Hakkı Can Çakır and father Şahin Çakır were also injured by stabbing. Taha Z. and Samet Z., along with their brother Emir Z. (19) and their father Cemal Z. (45), were taken into custody. While the father and three brothers were arrested, photos and videos of the family posing with long-barreled weapons, pistols, swords, and knives on social media drew public backlash.
4 PEOPLE ARRESTED
A new development has occurred in the murder case. Minister of Justice Yılmaz Tunç announced that the four individuals taken into custody have been arrested. In his statement, Minister Tunç said: "The tragic incident that occurred in the Keçiören district of Ankara, which led to the loss of our young brother Hakan Çakır, has deeply saddened us all. The investigation initiated by the Ankara Chief Public Prosecutor's Office regarding the suspects captured after the incident is being conducted in a comprehensive manner, and 4 suspects have been arrested by the Peace Criminal Court."
MINISTER TUNÇ'S STATEMENT ON "REGULATIONS FOR CHILDREN DRAWN INTO CRIME"
I pray for God's mercy on our deceased brother and wish patience to his family and loved ones. Violence, regardless of its source or target, is absolutely unacceptable. The loss of our child Ahmet Minguzzi and similar incidents have made it a matter that we must address carefully, especially regarding violent incidents involving offenders under the age of 18.
In this context, there is a need for new regulations in our Turkish Penal Code and some laws regarding the investigation, prosecution, and execution phases to prevent children from being drawn into crime and to maintain the peace of our society.

For children aged 15-18, reviewing the penalty reduction rates stipulated in Article 31 of the TCK, increasing the penalties for systematic mistreatment of children or individuals in need of care, strengthening the sanctions for crimes related to the violation of family obligations, making social investigation reports mandatory in child cases and preventing their unjustified non-acceptance, ensuring that sentences for juvenile offenders are served in juvenile closed prisons and can be allocated to educational institutions in case of recovery, increasing inter-institutional coordination for the effective implementation of protective and supportive measures for children, imposing sanctions on public officials who show negligence or delay, and implementing effective sanctions against parents or responsible individuals who act contrary to the measures taken in the child's interest are among the comprehensive regulations on our agenda.
Our aim is to protect the best interests of the child while ensuring the safety of the community. We will take decisive steps to protect our children from being drawn into crime, prevent victimization, and ensure that our families do not experience such pains again. We will complete the regulations we are carefully addressing in consultation with all stakeholders as soon as possible and present our draft work to the appreciation of our members of parliament with the start of the legislative year.
