(TBMM) - The AK Party is preparing to submit to the Grand National Assembly of Turkey (TBMM) an omnibus bill proposal of approximately 15 articles, covering the cancellation of General Health Insurance (GSS)  premium debts affecting approximately one million people and regulations concerning provisions in the energy field that were annulled by the Constitutional Court.

According to information received, preparations for the omnibus bill proposal have reached the final stage. It has been learned that if the proposal cannot be completed by this Friday, it is planned to be submitted within next week.

PRE-2017 PREMIUM DEBTS WILL BE CANCELLED

The draft proposal envisages the cancellation of GSS premium debts belonging to before January 1, 2017. GSS debts, from which the lowest-income segment of society with no institutional health coverage benefits, are being cancelled considering the 10-year statute of limitations period. It is stated that approximately one million people have GSS premium debts.

THE ENERGY PROVISIONS ANNULLED BY THE CONSTITUTIONAL COURT WILL BE REGULATED AGAIN

The omnibus proposal will also include regulations concerning the annulled provisions of Law No. 7501 on the Mining Law and Amendments to Certain Laws, which was brought to the Constitutional Court (AYM) by the CHP in the previous legislative year. The AYM had annulled some rules in the aforementioned law that granted the executive broad discretionary authority in the fields of natural gas and renewable energy. The leaving of the authority to determine exceptions regarding the operation and relocation of floating LNG facilities to the Energy Market Regulatory Authority (EPDK) without drawing basic principles was found to be contrary to the principles of "non-delegability of legislative authority" and "freedom of enterprise".

The proposal will also include a provision regarding the extension of the support period provided by the Ministry of National Education to vocational education students.

The omnibus proposal to be submitted to the TBMM is envisaged to consist of approximately 15 articles and to be addressed in the Industry, Trade, Energy, Natural Resources, Information and Technology Commission.
