Starting from January 1, 2026, residential subscribers who exceed 4,000 kWh annually will no longer benefit from government support on their electricity bills. The new regulation, which is estimated to affect approximately 2.5 million subscribers, will result in an increase in bills exceeding 984 TL.

The new regulation regarding state support for electricity bills will come into effect on January 1, 2026. Accordingly, the limit of the "Last Resort Supply Tariff," which was previously applied as 5,000 kilowatt-hours (kWh) annually, will be reduced to 4,000 kWh.

The new limit corresponds to an average monthly consumption of 333 kWh. According to the data, the bill for this consumption is estimated to be approximately 984 lira. Residential subscribers whose annual consumption exceeds 4,000 kWh will not benefit from the subsidized tariff throughout 2026.

NO STATE SUPPORT FOR BILLS ABOVE 984 TL

Electricity bills for residential subscribers whose total consumption exceeds 4,000 kWh within 2025 will be regulated based on the last resort supply tariff starting from 2026. This situation will lead to an increase in bill amounts, especially in households with high consumption. With the new limit, subscribers whose bills are approximately 984 TL and above will not benefit from state support.

2.5 MILLION RESIDENTIAL SUBSCRIBERS WILL BE AFFECTED

The regulation is expected to cover about 6% of approximately 43 million electricity subscribers across Turkey. It is stated that around 2.5 million residential subscribers will be affected by the new implementation. It is noted that this limit is more frequently exceeded in provinces like Antalya and Adana, where air conditioning usage is intense.

INFORMATION MESSAGES ARE BEING SENT TO SUBSCRIBERS

Electricity distribution companies have started sending information messages to subscribers who exceed the specified limit. The messages remind consumers that they can benefit from the right to be a free consumer and make bilateral agreements with supply companies listed on the EPDK's website.

THE FREE CONSUMER OPTION CONTINUES

Subscribers who exceed the limit will be able to make agreements with different suppliers by exercising their right to be a free consumer. Consumers may be offered fixed-price or market price-indexed tariffs.

WHEN WILL THE NEW TARIFF BE IMPLEMENTED?

The new tariff will come into effect at the beginning of the third month following the month in which the 4,000 kWh limit is exceeded. For example, for a residential subscriber who exceeds this limit in October 2025, the new tariff will be applied starting from January 1, 2026.
