With the changes made to the Family Medicine Practice Regulation, the aim is to ensure that public service is carried out continuously and effectively. The regulation has updated the physical conditions for health centers, encouraged personnel employment, and introduced new regulations to prevent violence in healthcare.
According to the information provided by the Ministry of Health regarding the regulation, it is aimed to ensure that public services are carried out uninterruptedly and effectively, allowing citizens to access higher quality services without any disruption, through the clear provisions in the regulation. The regulation states that family health centers are public health institutions, and the minimum physical conditions related to the service venue have been updated according to the needs of service delivery. It has been determined that the materials commonly used in the family health center by family medicine units belong to the family health center. Medical devices and consumables procured and used due to the needs in service delivery have been more clearly listed, and updates have been made to the minimum medical devices and materials.
EMPLOYMENT OF PERSONNEL IN FAMILY MEDICINE PRACTICE HAS BEEN ENCOURAGED
By regulating the procedures and principles regarding the employment of family physicians and family health workers, the employment of personnel in family medicine practice has been encouraged. Physicians who have to leave the practice due to military service or childbirth while serving as family physicians have priority rights when they wish to return to the practice. Due to the different interpretations of the regulation during the use of this priority right, and the resulting differences in application, the conditions for using this right have been explained in detail, and sufficient time has been given for applications to use the priority right.
Direct appointments of family medicine specialists to family medicine units are regularly made through state service obligation appointments, and the issues regarding the assigned personnel's duties in family medicine units have been clearly stated, ensuring uniformity of application across the country.
REGULATION FOR PREVENTING VIOLENCE IN HEALTHCARE
In order to protect healthcare workers and not to hinder citizens' access to services, it has been regulated in the regulation that in case of violence, the citizen's family physician registration change should primarily be made to a different family health center, and if there is no different family health center close to their residence, another family medicine unit in the same family health center should be chosen.
To accelerate the transition process to family medicine practice, it has been ensured that all family medicine workers can receive the basic training they have taken during this process even after the transition to practice. A requirement has been introduced for individuals to complete the first phase of adaptation training within 3 months from the date they are settled. Additionally, the regulation includes provisions regarding the use of Family Medicine Information belonging to the Ministry of Health and the transition process to this system.
ADDITIONAL ROOM REQUIREMENT FOR 5 PHYSICIANS IN FAMILY HEALTH CENTERS
By regulating the criteria for the 'vaccination and baby/child monitoring room' and 'pregnancy monitoring and reproductive health room' created according to the number of units in family health centers, a requirement has been introduced for an additional room for every five physicians instead of every four. Since it has been frequently observed in practice that there are too many rooms and these rooms are not used, it is aimed to ensure that these rooms contribute to the system as 'family medicine units.'
