The statement of businessman Aziz İhsan Aktaş, who benefited from effective remorse in the İBB investigation, has emerged. In Aktaş's statement, he said, "Elif LPG, which won the tender for the gasoline and diesel that should be used by the municipal vehicles, was a creditor of the municipality. Instead of paying its debts, the municipality, under the instruction of President Rıza Akpolat, purchased the Etiler Medical Center at an inflated price."
In the investigation of the Istanbul Metropolitan Municipality (İBB), Aziz İhsan Aktaş, who gave a statement, said, "Elif LPG, which won the tender for the gasoline and diesel that municipal vehicles were supposed to use, was a creditor of the municipality. Instead of paying its debts, the municipality, under the instruction of Mayor Rıza Akpolat, purchased the Etiler Medical Center at an inflated price."
The Istanbul Chief Public Prosecutor's Office is conducting four separate investigations regarding corruption in the Istanbul Metropolitan Municipality (İBB), where Ekrem İmamoğlu was arrested, the criminal organization allegedly led by Aziz İhsan Aktaş, and the Büyükçekmece Municipality and Beşiktaş Municipality's Culture and Social Affairs Directorate. The procedures for the 38 suspects detained in connection with these investigations are ongoing at the police station.
As part of the investigation, the organization leader Aktaş, who was arrested on April 18, was re-interrogated at the request of the prosecutor's office; his statement included striking details.
"THEY SOLD THE HOSPITAL BY FORCE"
In his statement, Aziz İhsan Aktaş said, "Elif LPG, which won the tender for the gasoline and diesel that municipal vehicles were supposed to use, was a creditor of the municipality. Instead of paying its debts, the municipality, under the instruction of Mayor Rıza Akpolat, purchased the Etiler Medical Center at an inflated price. Under the instruction of Beşiktaş Deputy Mayor Alican Abacı, $600,000 was deposited to his bodyguard, driver İbrahim, and Olcay Akgün. Akpolat stated that he would give the advertising job to İlbak Holding without a tender and that the debts would be covered with the 840 million TL obtained from there," he said.
"I SENT $300,000 TO BAHÇETEPE"
Aktaş stated, "We wanted to obtain permission for the gas station and shopping mall construction. Baki Aydöner and Seza Büyükçulha said that Gaziosmanpaşa Mayor Hakan Bahçetepe would grant permission if $300,000 was given, so I sent $300,000 to Bahçetepe with Özer Ayık. Seza Büyükçulha is a childhood friend of İmamoğlu."
"TRANSFERRED BY İMAMOĞLU'S INSTRUCTION"
Payments to my brothers' companies in İSFALT were not being made. Ertan Yıldız and Burak Korzay (General Manager of İSFALT) stated that it was the instruction of Ekrem İmamoğlu and said, "Either you give the money, or you won't receive the payments." Following this, we met with Korzay at the Kale Hotel in Kilyos, owned by a friend. A few days after this meeting, on January 19, 2024, I personally delivered $970,000 to the person we had previously met at the hotel. They stated that the money taken from us was collected in a pool they referred to as "SYSTEM" and transferred to the relevant places according to İmamoğlu's instructions.
"I DELIVERED IT PERSONALLY"
On July 19, 2024, we met in Ankara with Burhanettin Bulut and Seyhan Municipality Mayor Oya Tekin's husband, Celal Tekin. A bribe of $1 million was requested for us to receive our entitlements from Seyhan Municipality. The money delivered to Celal Tekin was withdrawn from three different branches in Ankara and was shared between Burhanettin Bulut and Celal Tekin.
I hosted Ceyhan Municipality Mayor Kadir Aydar at the Le Meridien Hotel, where İmamoğlu recorded the cameras. To pay off my relatives' receivables from the previous term, two apartments registered under the family company Öztaş Construction in Yumurtalık were purchased for 20 million lira. Later, a total of 4 million lira was paid for the apartments. I personally delivered $300,000 withdrawn from the bank to Kadir Aydar in Ankara."
"ONE OF THE MUNICIPAL VEHICLES WAS GIVEN TO ÖZGÜR ÇELİK"
In his statement, Aktaş said that one of the vehicles used by Özgür Çelik, the CHP Istanbul Provincial Chairman, belonged to him. Aktaş stated that Beşiktaş Deputy Mayor Alican Abacı requested a vehicle to be used in election campaigns in exchange for the accumulated payments of his siblings and relatives at Beşiktaş Municipality, and they fulfilled this request. Aktaş said, "The vehicle was not delivered despite being requested multiple times after the election. One of the vehicles we acquired for Beşiktaş Municipality was also given to Özgür Çelik, the CHP Istanbul Provincial Chairman."
"I BROUGHT $300,000"
While at Beşiktaş Municipality, Aktaş recounted that he met with deputy mayors Ozan İş and Alican Abacı, stating, "Ozan İş told me that the Court of Accounts had identified embezzlement against the municipality's senior personnel and officials during their investigations, that excess payments had been made to some individuals, and that this amount was 10 million TL, requesting this amount to be paid to the municipality personnel. Otherwise, they stated they would not pay the entitlements. I brought $300,000 to the municipality. I personally delivered it to Ozan İş. I am also submitting the receipt for the money withdrawn to the file," he said.
"KARABAT REQUESTED MONEY"
Before the 2024 local elections, Aktaş stated that CHP Member of Parliament Özgür Karabat called him, saying, "'There is an instruction from President Ekrem,' stating that there was an order to collect money from companies that won tenders from CHP municipalities in Istanbul for the election, and that those who did not give money would not be in the next term after the election, and their payments would not be made, thus asking me for money. At that time, Mesut Aykın, who uses the name Mustafa Selanik, was with me. This meeting took place at the Sheraton Hotel in Esenyurt. I sent the money to his office with my company manager," he said.
