With the bill referred to the Planning and Budget Committee of the Grand National Assembly of Türkiye, it is aimed to amend the Social Insurance and General Health Insurance Law by removing the existing lower limit of 23,552 TL and indexing the lowest pension to the net minimum wage so that it is automatically updated according to minimum wage changes in subsequent years.
The new regulation regarding retirement pensions has been brought onto the agenda of the Grand National Assembly of Turkey (TBMM). The bill proposing an increase in the minimum retirement pension has been referred to the relevant committee for discussion.
While the purchasing power of retirees' pensions and their cost-of-living difficulties remain on the agenda, the new regulation concerning the minimum retirement pension has been submitted to Parliament. As the details in the proposal attract attention, the legislative process of the regulation began with its referral to the committee. The bill by İbrahim Arslan, MP for Eskişehir from the New Party, proposing that retirement pensions be indexed to the net minimum wage, has been referred to the TBMM Plan and Budget Committee.
IF THE PROPOSAL BECOMES LAW...
With the proposal submitted by İbrahim Arslan to the Presidency of the TBMM on October 16, an amendment is sought to Additional Article 19 of the Social Insurance and General Health Insurance Law No. 5510. While the current regulation has a lower limit of 23,552 TL for the minimum retirement pension, including additional payments, the proposal aims to remove this fixed amount and index the minimum retirement pension to the net minimum wage in force. If the proposal becomes law, the minimum retirement pension will not be increased only once. It is envisaged that the monthly amount will be re-determined according to changes in the net minimum wage in subsequent years.
EMPHASIS ON COST-OF-LIVING DIFFICULTIES IN THE JUSTIFICATION
In the justification of the proposal, it was recalled that old-age pensions paid by the Social Security Institution aim to provide a livelihood for insured persons who have suffered income loss due to reduced working capacity. In the justification, which argues that current retirement pensions remain insufficient to fulfill this function in the face of rising living costs, it was stated that retirees should have income security sufficient to meet their basic needs. The proposal, which also cites the Constitution's provisions on the protection of the elderly, emphasized that retirees should be able to continue their lives above the hunger threshold.
THE PROPOSAL WAS REFERRED TO THE COMMITTEE
The bill submitted to the Presidency of the TBMM on October 16 was referred to the TBMM Plan and Budget Committee on October 19. Whether the proposal becomes law will become clear after the evaluations in the committee and the process in the TBMM General Assembly.
