The Swiss Ministry of Foreign Affairs announced that the US-Iran meeting planned for today in Bürgenstock has been canceled. The White House stated that Vice President Vance's trip to Switzerland was canceled, while it was alleged that Iran refused to sit at the critical table in Geneva, Switzerland, to protest Israel's continued military operations in Lebanon.

The meeting expected to be held today between the USA and Iran in Switzerland has been canceled. The Swiss Foreign Ministry announced that the anticipated meeting between the USA and Iran in the town of Bürgenstock will not take place, without providing details on why the meeting was canceled.

In a statement issued late last night by the White House, it was reported that the US Vice President James David Vance, who was to lead the US delegation at the meeting in Switzerland, had his trip to Switzerland canceled, stating, "The logistics of these negotiations have never been simple or predictable."

IRAN DID NOT SIT AT THE TABLE, CITING ATTACKS ON LEBANON

While no official statement has yet been made by Iran regarding the cancellation of the meeting, it is claimed that the Tehran administration refused to sit at the critical table in Geneva, Switzerland, to protest Israel's continued military operations in Lebanon. Tehran had signaled that it could completely withdraw from the historic memorandum of understanding signed earlier this week if the attacks do not stop.

THE SIGNING CEREMONY HAD BEEN CANCELED

In a statement made yesterday, the Swiss Foreign Ministry announced that the signing ceremony expected to be held in Switzerland, following the signing and entry into force of the memorandum of understanding between Iran and the USA by Iranian President Masoud Pezeshkian and US President Donald Trump, had been canceled.

The Ministry stated that delegations would meet today for the first round of negotiations, saying, "The current situation is that the USA and Iran, together with the mediating countries Pakistan and Qatar and other countries involved in the process, will meet tomorrow in Bürgenstock to conduct the first negotiations on the implementation of the agreement."  

THE AGREEMENT REACHED BETWEEN THE USA AND IRAN

Iran and the USA announced on June 14 that, within the framework of the negotiation process mediated by Pakistan, they had reached a 14-point memorandum of understanding aimed at stopping the war and resolving issues between the parties through negotiations.

The memorandum of understanding, called the Islamabad Agreement, was signed digitally by Iranian President Masoud Pezeshkian and US President Donald Trump on June 18 and entered into force.

The memorandum includes articles such as ending the war, including in Lebanon, opening the Strait of Hormuz, and lifting the US naval blockade on Iran.

After the signing of the memorandum of understanding, the parties are expected to begin a 60-day negotiation process within a short period on issues such as Iran's nuclear program and the lifting of sanctions to reach a final agreement.

HERE IS THE 14-POINT MEMORANDUM

The 14-point memorandum text read by the US official consists of the following articles:

"1- The USA and the Islamic Republic of Iran sign this memorandum of understanding to declare the immediate and permanent cessation of military operations on all fronts, including Lebanon, to commit never to initiate any war or military operation against each other from now on, to refrain from using or threatening to use force against each other, and to ensure the territorial integrity and sovereignty of Lebanon. The final agreement will confirm the permanent end of the war on all fronts, including Lebanon, and the other provisions of this paragraph.

2- The USA and the Islamic Republic of Iran commit to respect each other's sovereignty and territorial integrity and to refrain from interfering in each other's internal affairs.

3- The USA and the Islamic Republic of Iran commit to negotiate and conclude the final agreement within a maximum of 60 days; this period may be extended by mutual consent.

4- Immediately after the signing of this memorandum of understanding, the USA will begin to lift the naval blockade and any obstructions or disruptions against the Islamic Republic of Iran, and will completely end the naval blockade within 30 days. During this period, ship traffic will be proportional to the pre-war traffic volume reestablished by the Islamic Republic of Iran. The USA also commits to withdraw its forces near the borders of the Islamic Republic of Iran within 30 days after the signing of the final agreement.

5- After the signing of this memorandum of understanding, the Islamic Republic of Iran will make every effort and necessary arrangements to ensure the free and safe passage of commercial vessels from the Persian Gulf to the Sea of Oman and vice versa, for a period of 60 days. Commercial vessel traffic will begin immediately, and these arrangements will take effect within 30 days, taking into account the need for the removal of technical and military obstacles and mine clearance by the Islamic Republic of Iran. The Islamic Republic of Iran will enter into dialogue with the Sultanate of Oman, in consultation with other Persian Gulf littoral states, to determine future administration and maritime services in the Strait of Hormuz, within the framework of applicable international law and the sovereign rights of the Strait of Hormuz coastal states.

6- The USA, together with its regional partners, commits to prepare a definitive and mutually agreed plan of at least 300 billion US dollars for the reconstruction and economic development of the Islamic Republic of Iran. The mechanism for the implementation of this plan will be finalized as part of the final agreement to be signed within 60 days. All necessary licenses, exemptions, and permits for related financial transactions will be issued by the USA.

7- The USA commits, as part of the final agreement, according to an agreed timetable, to lift United Nations Security Council resolutions, International Atomic Energy Agency (IAEA) Board of Governors resolutions, and all unilateral US sanctions, including primary and secondary sanctions. The Islamic Republic of Iran and the USA recognize the critical importance of the lifting of the aforementioned sanctions and express their intention to promptly address these matters in negotiations to achieve mutual agreement on these issues.

8- The Islamic Republic of Iran reaffirms that it will not acquire or develop nuclear weapons. The USA and the Islamic Republic of Iran have agreed to resolve the issue of enriched material stockpiles through a mutually agreed mechanism, in accordance with the timetable specified in paragraph seven, through a minimum method of in-place dilution under IAEA supervision. The parties have also agreed to discuss the enrichment issue and other mutually agreed matters related to the nuclear needs of the Islamic Republic of Iran, based on a satisfactory framework to be agreed upon in the final agreement. The final agreement will confirm the provisions of this paragraph, and the Islamic Republic of Iran will recognize the vital importance of the aforementioned nuclear issues."

The parties express their intention to address these issues promptly in negotiations in order to reach mutual agreement on these matters.

9- Until the final agreement is signed, the United States and the Islamic Republic of Iran agree to maintain the current situation. The Islamic Republic of Iran will preserve the current status of its nuclear program, and the United States will not impose any new sanctions or deploy additional troops to the region.

10- The United States commits that, immediately after the signing of this memorandum of understanding and until the termination of sanctions, the U.S. Treasury Department will grant exemptions for the export of Iranian crude oil, petroleum products, and derivatives, as well as all related services including banking transactions, insurance, shipping, etc.

11- The United States commits to fully unblocking the use of frozen or restricted funds and assets belonging to the Islamic Republic of Iran upon the entry into force of this memorandum of understanding. The United States and the Islamic Republic of Iran shall mutually agree on the procedures for the release of these funds during the negotiations. These funds, whether obtained from the original account or through transfer, shall be made fully available for payments to the final beneficiary designated by the Central Bank of the Islamic Republic of Iran. The United States commits to issuing all necessary licenses and permits accordingly.

12- The United States and the Islamic Republic of Iran have agreed that an implementation mechanism will be established to monitor the successful implementation of this memorandum of understanding and future compliance with the final agreement.

13- Following the signing of this memorandum of understanding, and on the condition that paragraphs 1, 4, 5, 10, and 11 of this memorandum of understanding begin to be implemented and continue to be applied, the United States and the Islamic Republic of Iran will commence negotiations exclusively on the other paragraphs regarding the final agreement.

14- The final agreement shall be endorsed by a binding UN Security Council resolution. "
