The privatization tender for vehicle inspection stations in the 1st and 2nd regions was won by the MOI Joint Venture Group, which submitted the highest bid. Thus, the only authorized entity for vehicle inspections in Turkey for a period of 20 years will be the MOI Joint Venture Group.

The Privatization Administration has put out a tender today for the 20-year operating rights of vehicle inspection stations valid in Turkey. The tender, which received bids from numerous companies, was won by the MOI Joint Venture Group (OGG), which offered the highest bid for the construction, maintenance, and operation services of vehicle inspection stations. Thus, the MOI Joint Venture Group will be the only authorized entity for vehicle inspections in Turkey for a period of 20 years.

THE BID FOR TWO REGIONS EXCEEDED 1.7 BILLION DOLLARS

The bid in the first round of the tender for the first region, which was held without elimination, was 750 million dollars. The first round of the auction, conducted by open bidding, started at 800 million dollars. In this round, the MOI Joint Venture Group offered 805 million dollars, while the AGTT Joint Venture Group offered 810 million dollars, and the Doğuş Tem Joint Venture Group withdrew from the tender. In the third and final round of the auction, the MOI OGG raised its bid to 830 million dollars, while AGTT OGG announced that it had withdrawn from the tender. Thus, the MOI OGG, which made the highest bid, won the privatization tender for vehicle inspection stations in the first region.

HOW WILL THE PROCESS WORK?

In a statement regarding the matter, Murat İbrahim Çelebi, Deputy Chairman of the Privatization Administration and Chairman of the Tender Commission, said, "After the last bid is received, the tender will technically conclude. If a transfer decision is made by our tender commission, the results of the tender will first be submitted to the Competition Authority. Following a positive opinion from there, it will be presented to the Privatization High Council for approval. After the decision is published in the Official Gazette, the Council of State's opinion will be obtained, and subsequently, after the given period, contracts will be signed after investors fulfill their obligations."

TÜVTÜRK'S CONTRACT WILL EXPIRE IN 2027

TÜVTÜRK, established in partnership with Akfen-Doğuş-TÜV SÜD, won the operating rights tender for vehicle inspection stations in December 2004 for 613.5 million dollars. The transfer process was delayed by 2.5 years due to lawsuits claiming that the tender was contrary to the Constitution and public interest, and the transfer was completed with a decision from the Council of State in the first half of 2007, allowing the company to start operations. In 2009, Akfen Holding sold its 33% stake in the vehicle inspection stations to the UK-based venture capital firm Bridgepoint. The current contracts will expire on August 14, 2027. However, to ensure that public service continues without interruption after the contracts expire, a tender for the construction, maintenance, and operation services of vehicle inspection stations will be held in two regions between 2027-2047, which was conducted on February 24, 2025 (today).
