A new statement has been added to the corruption investigation conducted by the Silivri Chief Public Prosecutor's Office against the Silivri Municipality. It has emerged that the sale price of the villa registered under the name of Mayor Bora Balcıoğlu's wife was not 10 million TL; according to the seller Nedim Dinçbay's statement, the actual sale price was 30 million TL. Dinçbay stated that 10 million TL was transferred via bank, while the remaining amount was handed over in cash by Bora Balcıoğlu in dollar equivalent.
In the corruption and bribery investigation targeting Silivri Municipality, a striking new development has emerged regarding the villa in Sunflower registered under the name of Mayor Bora Balcıoğlu's spouse. Within the scope of the investigation numbered 2025/6249 by the Silivri Chief Public Prosecutor's Office, the former owner of the property, Nedim Dinçbay, who was heard as a witness, made a remarkable statement regarding the actual sale price of the villa.
VILLA SALE PRICE 30 MILLION
According to the case file, a duplex residence located at parcel 1000, block 1, Bosna Çiftliği area, Mimarsinan District, Silivri, Istanbul, was purchased under the name of Hayriye Sena Balcıoğlu on May 31, 2024. Bank records show that 10 million TL was sent to the seller Nedim Dinçbay with the description "Sale price for independent unit 5, parcel 1000, block 1." Additionally, it was determined that a title deed fee of 200,000 TL was paid on the same day. However, Nedim Dinçbay's statement revealed a new fact regarding the money flow in the case file. Dinçbay stated that he sold the said property to Hayriye Sena Balcıoğlu and received a total of 30 million TL from the sale.
20 MILLION DELIVERED IN CASH
In his statement, Dinçbay declared that part of this amount was sent via bank transfer, and the remaining portion was delivered in cash in dollars by Bora Balcıoğlu at the Sunflower homes sales office after the title deed transfer. Dinçbay noted that in his initial statement, he recalled receiving 6 million TL via bank transfer, but the account statements shown to him indicated that 10 million TL was sent, adding that he might have misremembered due to the passage of time. The seller Dinçbay reiterated that he received the remaining money in cash in dollars directly from Bora Balcıoğlu.
With this statement, the claim that the actual price of the villa sale, previously appearing as 10 million TL in bank records, was 30 million TL has been entered into the investigation file.
SOURCE OF CASH DELIVERED MONEY UNDER INVESTIGATION
It is reported that within the scope of the investigation, the reasons why the sale price was not fully reflected in bank records, the source of the cash money stated to have been delivered in dollars, and how the property's actual value was shown in the title deed transactions are being examined. The Silivri Chief Public Prosecutor's Office continues its multifaceted investigations into the money flow, property purchases, and asset movements in the corruption/bribery investigation targeting the municipality.
