The 14-point agreement signed by US President Donald Trump and Iranian President Masoud Pezeshkian has taken effect. The deal includes critical articles such as ending the war, reopening the Strait of Hormuz, lifting sanctions, Iran refraining from developing nuclear weapons, and releasing frozen funds. The text also stipulates that the US prepare a plan of at least $300 billion for the reconstruction of Iran, although Trump previously denied this claim.
The full text of the historic agreement signed digitally by US President Donald Trump and Iranian President Masoud Pezeshkian has been revealed. The 14-article agreement ending the war between the US and Iran includes critical provisions ranging from making the ceasefire permanent to reopening the Strait of Hormuz, lifting sanctions on Iran, and releasing billions of dollars in frozen funds.
A senior US official shared the details of the agreement with the press during a teleconference, stating that Iran has agreed not to possess nuclear weapons and that the parties will enter a 60-day negotiation process for a final agreement.
HERE ARE THE 14 ARTICLES OF THE HISTORIC AGREEMENT
1- By signing this Memorandum of Understanding (MOU), the US, Iran, and their allies in the current war declare an immediate and permanent cessation of military operations on all fronts, including Lebanon; they commit to refraining from initiating any war or military operations against each other, avoiding the use or threat of force against each other, and ensuring the territorial integrity and sovereignty of Lebanon. The final agreement will confirm the permanent end of the war on all fronts, including Lebanon, and the other provisions of this paragraph.
2- The US and Iran commit to respecting each other's sovereignty and territorial integrity and to non-interference in each other's internal affairs.
3- The US and Iran commit to negotiating and finalizing the final agreement within a maximum of 60 days. This period may be extended by mutual consent of the parties.
4- Immediately after the signing of this MOU, the US will begin lifting the naval blockade and all forms of obstruction against Iran and will completely end the naval blockade within 30 days. During this period, ship traffic will be proportional to the pre-war traffic volume reestablished by Iran. The US will also withdraw its forces near Iran's borders within 30 days after the signing of the final agreement.
5- Following the signing of this MOU, Iran will make every effort and necessary arrangements to ensure the free and safe passage of commercial vessels from the Persian Gulf to the Sea of Oman and vice versa for a period of 60 days. Commercial vessel traffic will begin immediately, and these arrangements will take effect within 30 days, taking into account the need to remove technical and military obstacles and conduct mine clearance by Iran. Iran will consult with other Persian Gulf coastal states in line with applicable international law regulations and the sovereign rights of the Strait of Hormuz coastal states, and will engage in dialogue with Oman to determine the future administration and maritime services of the Strait of Hormuz.
6- The US, together with its regional partners, commits to developing a firm and mutually agreed plan of at least $300 billion for Iran's reconstruction and economic development. The mechanism for implementing this plan will be finalized as part of the final agreement to be signed within 60 days. All necessary licenses, exemptions, and permits for the relevant financial transactions will be issued by the US.
7- The US commits, as part of the final agreement, to ending all sanctions against Iran, including United Nations Security Council resolutions, International Atomic Energy Agency (IAEA) Board of Governors resolutions, and all primary and secondary unilateral US sanctions, according to an agreed timetable. Iran and the US acknowledge the critical importance of the issue of lifting the aforementioned sanctions and declare their intention to address these matters immediately in negotiations to reach mutual agreement.
8- Iran reaffirms that it will not acquire or develop nuclear weapons. The US and Iran have agreed, in line with the timetable specified in paragraph seven, within a mutually agreed mechanism, to resolve the fate of enriched nuclear material stocks through a minimal method involving in-place dilution under IAEA supervision. The parties have also agreed to discuss the enrichment issue and other mutually agreed matters related to Iran's nuclear needs on the basis of a satisfactory framework to be agreed upon in the final agreement. The final agreement will confirm the provisions of this paragraph. The US and Iran acknowledge the critical importance of the aforementioned nuclear issues and express their intention to address these matters immediately in negotiations to reach mutual agreement.
9- Until the final agreement is signed, the US and Iran agree to maintain the current situation. Iran will maintain the current status of its nuclear program, and the US will not impose any new sanctions or deploy additional troops to the region.
10- The US commits that, from the signing of this MOU until the lifting of sanctions, the US Treasury Department will provide exemptions for the export of Iranian crude oil, petroleum products, and derivatives, as well as for banking transactions, insurance, shipping, and all related services.
11- The US commits to fully releasing frozen or restricted Iranian funds and assets upon the entry into force of this MOU. The US and Iran will mutually agree on procedures for releasing these funds during the negotiations. These funds, whether obtained from the original account or via transfer, will be fully made available for payments to the ultimate beneficiary designated by the Central Bank of Iran. The US commits to issuing all necessary licenses and permits accordingly.
12- The US and Iran have agreed to establish an implementation mechanism to monitor the successful implementation of this MOU and future compliance with the final agreement.
13- Following the signing of this MOU, Articles 1, 4, 5, 10, and 11 of the MOU will begin to be implemented, and provided they remain in force, the US and Iran will commence negotiations on the other paragraphs for the final agreement.
14- The final agreement will be approved by a binding United Nations Security Council resolution.
