US publishes 14-point agreement text: Iran will be paid $300 billion

A senior US official has shared with the public for the first time the 14-point memorandum of understanding reached between the US and Iran, which provides for a 60-day negotiation period for a final agreement.

HERE IS THE 14-POINT MEMORANDUM OF UNDERSTANDING

A senior US official, during a teleconference, disclosed details of the 14-point memorandum of understanding reached between the US and Iran to the press. The official, who stated that he had read the full text of the memorandum and conducted comprehensive assessments on it, said Iran had agreed not to possess nuclear weapons under this agreement.

The official stated that the Strait of Hormuz would be reopened, and that the process of destroying Iran's nuclear stockpiles and releasing the country's $300 billion in frozen funds would be immediately opened for negotiation.

"WAR WILL END ON ALL FRONTS, INCLUDING LEBANON"

The 14-point memorandum of understanding, later read in full by the US official, consists of the following articles:

"1- The United States and the Islamic Republic of Iran are signing this memorandum of understanding to declare the immediate and permanent cessation of military operations on all fronts, including Lebanon, to commit to refraining from initiating any war or military operations against each other henceforth, to avoid using or threatening to use force against each other, and to ensure Lebanon's territorial integrity and sovereignty. The final agreement will confirm the permanent end of the war on all fronts, including Lebanon, and the other provisions of this paragraph.

2- The United States and the Islamic Republic of Iran commit to respect each other's sovereignty and territorial integrity and to refrain from interfering in each other's internal affairs.

"THE US WILL END THE NAVAL BLOCKADE"

3- The United States and the Islamic Republic of Iran commit to negotiate and finalize a final agreement within a maximum of 60 days, a period that may be extended by mutual consent.

4- Immediately following the signing of this memorandum of understanding, the United States will begin to lift the naval blockade and any obstructions or disruptions against the Islamic Republic of Iran and will fully end the naval blockade within 30 days. During this period, vessel traffic will be proportional to the pre-war traffic volume re-established by the Islamic Republic of Iran. The United States also commits to withdrawing its forces near the borders of the Islamic Republic of Iran within 30 days after the signing of the final agreement.

"THE STRAIT OF HORMUZ WILL BE OPENED"

5- Following the signing of this memorandum of understanding, the Islamic Republic of Iran will make all necessary arrangements, using its best efforts, to ensure the free and safe passage of commercial vessels from the Persian Gulf to the Sea of Oman and vice versa, for a period of only 60 days. Commercial vessel traffic will commence immediately, and these arrangements will take effect within 30 days, taking into account the need for the removal of technical and military obstacles and mine clearance by the Islamic Republic of Iran. The Islamic Republic of Iran, within the framework of applicable international law and the sovereign rights of the littoral states of the Strait of Hormuz, will enter into dialogue with the Sultanate of Oman to determine future administration and maritime services in the Strait of Hormuz, in consultation with other Persian Gulf littoral states.

"A $300 BILLION DEVELOPMENT PLAN FOR IRAN"

6- The United States, together with its regional partners, commits to preparing a definitive and mutually agreed plan worth at least $300 billion US dollars for the reconstruction and economic development of the Islamic Republic of Iran. The mechanism for implementing this plan will be finalized as part of the final agreement to be signed within 60 days. All necessary licenses, exemptions, and permits for related financial transactions will be issued by the United States.

SANCTIONS ON IRAN ARE LIFTED

7- The United States commits, as part of the final agreement, to lift, according to an agreed timetable, United Nations Security Council resolutions, International Atomic Energy Agency (IAEA) Board of Governors resolutions, and all unilateral US sanctions, including primary and secondary sanctions. The Islamic Republic of Iran and the United States recognize the critical importance of the lifting of the aforementioned sanctions and express their intention to address these issues promptly in negotiations in order to reach mutual agreement on these matters.

"IRAN HAS ACCEPTED NOT TO ACQUIRE NUCLEAR WEAPONS"

8- The Islamic Republic of Iran reaffirms that it will not acquire or develop nuclear weapons. The United States and the Islamic Republic of Iran have agreed to resolve the disposal of enriched material stockpiles through a minimum method of in-place dilution under IAEA supervision, within a mutually agreed framework in accordance with the timetable specified in the seventh paragraph. The parties have also agreed to discuss the enrichment issue and other mutually agreed matters related to the Islamic Republic of Iran's nuclear needs, based on a satisfactory framework to be agreed upon in the final agreement. The final agreement will confirm the provisions of this paragraph, and the Islamic Republic of Iran will recognize the vital importance of the aforementioned nuclear issues. The parties express their intention to address these issues promptly in negotiations in order to reach mutual agreement on these matters.

"THE US WILL NOT IMPOSE SANCTIONS"

9- Until the final agreement is signed, the United States and the Islamic Republic of Iran agree to maintain the current status quo. The Islamic Republic of Iran will maintain the current status of its nuclear program, and the United States will not impose any new sanctions or deploy additional troops to the region.

10- The United States commits that immediately after the signing of this memorandum of understanding and until the termination of sanctions, the US Department of the Treasury will issue exemptions for the export of Iranian crude oil, petroleum products, and derivatives, as well as all related services including banking transactions, insurance, shipping, etc.

"IRAN'S FROZEN ASSETS ARE RELEASED"

11- The United States commits that, upon the entry into force of this memorandum of understanding, frozen or restricted funds and assets belonging to the Islamic Republic of Iran will be fully opened for use. The United States and the Islamic Republic of Iran will mutually agree on procedures for releasing these funds during negotiations. These funds, whether obtained from the original account or via transfer, will be made fully available for payments to the ultimate beneficiary designated by the Central Bank of the Islamic Republic of Iran. The United States commits to issuing all necessary licenses and permits accordingly.

12- The United States and the Islamic Republic of Iran have agreed that an implementation mechanism will be established to monitor the successful implementation of this memorandum of understanding and future compliance with the final agreement.

13- Following the signing of this memorandum, provided that paragraphs 1, 4, 5, 10, and 11 of this memorandum have entered into effect and continue to be implemented, the United States and the Islamic Republic of Iran will begin negotiations exclusively on the other paragraphs regarding the final agreement.

14- The final agreement will be endorsed by a binding United Nations Security Council resolution. "
