A lawsuit has been filed against Kırşehir Mayor Selahattin Ekicioğlu and three public officials for 'abuse of power' in relation to the incident where security guards Şefik Ekici and Sami Aydoğan killed Hasan Aydoğan and his girlfriend Şeyma Demir and threw their bodies into a river.

On March 25, 2022, in Kırşehir, a private company employee Hasan Aydoğan and his girlfriend Şeyma Demir, who is a student in the Elderly Care Department at Ahi Evran University Health Sciences Vocational School, were approached by Şefik Ekici, who has been working as a security officer at the municipality for 8 years, and Sami Aydoğan while they were in their car.

THEY INTRODUCED THEMSELVES AS POLICE

The security officers, who introduced themselves as police with the handcuffs they had, asked Şeyma Demir and Hasan Aydoğan to get out of the vehicle. Demir and Aydoğan reacted after getting out of the car.

THEY MURDERED AND THREW THEM INTO THE RIVER

The suspects handcuffed the two lovers and forced them into their vehicle, then drove 50 kilometers away from the area and arrived at the Kızılırmak River near Kortulu village. Here, the suspects killed Aydoğan and Demir and threw their bodies into the river. The two suspects, who also cleaned the car, left the village.

POLICE TEAMS STARTED WORK

After a while, families who could not reach their children reported the situation to the police. The Provincial Security Directorate Public Order Branch teams received a report of an abandoned vehicle in the forest in the Ağbayır area of Bağbaşı Neighborhood. In the examination conducted by the teams that went to the area, it was determined that the vehicle belonged to Hasan Aydoğan. Mobile phones belonging to Hasan Aydoğan and Şeyma Demir, as well as a bag containing personal belongings of the young girl, were found in the vehicle. The teams, which intensified their work in the area, examined the security camera footage in the vicinity. The investigation revealed that a white vehicle came to the area where Aydoğan and Demir were located and left shortly after. In the MOBESE footage, it was confirmed that Hasan Aydoğan and Şeyma Demir were in the vehicle.

HIS BODY WAS FOUND 77 DAYS LATER

Şefik Ekici and Sami Aydoğan, who were detained, were arrested by the court after their procedures at the police station. After the suspects confessed during their interrogations that 'We threw the bodies into the Kızılırmak River', police, gendarmerie, health, AFAD, and underwater search and rescue teams started work in the area. The body of Şeyma Demir was found three days after the incident, washed ashore. It was determined that Demir's hands were handcuffed behind her back, her feet were tied with rope, and she was shot in the neck with a gun. Hasan Aydoğan's body was found 77 days later. The body was discovered by shepherd Hızır İlyas Aydemir in the Kızılırmak River, approximately 35 kilometers away from the city center.

PENALTIES HAVE BEEN DETERMINED

A lawsuit was filed against Şefik Ekici and Sami Aydoğan for aggravated life imprisonment twice. In the verdict hearing held in March last year at the Kırşehir Heavy Penal Court, the defendants were sentenced to aggravated life imprisonment twice and 37 years and 6 months in prison each.

COMPLAINT AGAINST MUNICIPAL EMPLOYEES FOR NEGLIGENCE

The lawyer of the murdered Hasan Aydoğan's family, Mehmet Ali Alan, filed a complaint with the Ministry of Interior, alleging negligence by Kırşehir Mayor Selahattin Ekicioğlu, Deputy Mayors Nuri Araz, Tuncay Polat, Acting Zoning Director Mehmet Güneş, Acting Parks and Gardens Director Ahmet Kahraman, and private security unit supervisor Emre Dalkılıç. In the report prepared after the inspector's examination by the ministry, it was stated that Kırşehir Municipality had no negligence. Lawyer Alan appealed and took the decision to the Council of State. After the examination conducted by the 1st Chamber of the Council of State, an investigation permit was granted, and the file was sent to the Kırşehir Chief Public Prosecutor's Office. The Chief Public Prosecutor's Office filed a lawsuit against Kırşehir Mayor Selahattin Ekicioğlu, Deputy Mayor Nuri Araz, Acting Zoning Director Mehmet Güneş, and private security unit supervisor Emre Dalkılıç on charges of 'abuse of office'. However, it was decided that there was no ground for prosecution against Tuncay Polat and Ahmet Kahraman, who were also mentioned in the same file.

The indictment prepared included the following statements: "It was not ensured that the private security officers working within Kırşehir Municipality, Sami Aydoğan and Şefik Ekici, returned the municipal equipment such as batons and handcuffs they carried at the end of their shifts, and in the case of the murder of Şeyma Demir and Hasan Aydoğan, it was used by the municipal security officers Sami Aydoğan and Şefik Ekici, and there was no provision for the return of batons and handcuffs at the end of the shift, and no regulation was made by municipal authorities to prevent the use of batons and handcuffs outside of their duty and for purposes other than intended, and it was understood that this negligence led to the use of this material in the commission of the crimes of 'intentional murder', 'deprivation of liberty', and 'sexual assault' committed by Sami Aydoğan and Şefik Ekici."

A LAWSUIT AGAINST MAYOR EKİCİOĞLU AND 3 PUBLIC OFFICIALS FOR 'ABUSE OF OFFICE'

Additionally, it was noted in the file that the defendant Sami Aydoğan was fined a total of 5,000 TL for two separate intentional injury offenses committed in 2018, and he was also given a 3-day wage deduction penalty due to his aggressive behavior towards his superior at work.

In the prepared indictment, a case was filed against 4 suspects for the charge of 'abuse of power'. Mayor Selahattin Ekicioğlu and 3 public officials will appear before the judge in the Criminal Court of First Instance in the coming days.
