With the circular signed by President Erdoğan, standardization of speed limits on highways and traffic signs will be achieved nationwide. The unnecessary traffic signs will be removed, and the regulations will be completed by December 31, 2025.

In the circular signed by President Recep Tayyip Erdoğan, it was noted that the Presidential circular numbered 2021/2, which includes the implementation of the 2021-2030 Road Traffic Safety Strategy Document along with the 2021-2023, 2024-2027, and 2028-2030 Road Traffic Safety Action Plans, aims to achieve the United Nations' goal of "reducing traffic fatalities and serious injuries by 50% by 2030 and eliminating them by 2050" in Turkey, was published in the Official Gazette dated February 3, 2021, and numbered 31384, and came into force.



The circular states that within the performance indicators of the 2024-2027 Road Traffic Safety Action Plan, the necessity and location of markings that determine speed limits on the road structure will be examined, taking into account changing and evolving conditions, and efforts will be made to ensure uniform applications across the country.



According to the circular, the speed limit on the road, speed limit end signs, and other relevant traffic markings will be re-evaluated in terms of compliance with current standards, location, necessity, visibility, continuity, and their effects on driver behavior.



SPEED LIMITS ON ROADS OUTSIDE SETTLEMENTS WILL BE REDEFINED



Speed limits reduced by markings applied on divided highways outside of settlements, among others, will be re-evaluated based on the technical criteria specified in the Road Traffic Marking Standards Book published by the General Directorate of Highways, in accordance with Article 7 of the Highway Traffic Law numbered 2918 dated October 13, 1983.



SOME PEDESTRIAN CROSSINGS WILL BE REMOVED



Additionally, the compliance of at-grade pedestrian crossings established outside of populated areas with standards will be checked, and at-grade pedestrian crossings, except for exceptions such as school and hospital areas, will be removed.



SPEED LIMITS WILL BE REARRANGED



Taking into account factors such as road structure, traffic density, and pedestrian mobility, the speed limits reduced by markings in deemed appropriate sections will be rearranged. In sections where it is decided to remove speed restrictions as a result of the evaluation, necessary infrastructure arrangements will be made, such as terminating pedestrian crossing/stopping practices by the responsible organization for road construction and maintenance and closing median openings that endanger traffic safety, and removing traffic markings.



The necessity and locations of populated area signs on intercity highways will be re-evaluated, and necessary measures will be taken regarding safety of life and property on high-capacity roads passing through settlements for which municipalities are responsible for construction and maintenance, and speed limits will be re-examined.



TRAFFIC SIGNS WILL BE AS FEW AS POSSIBLE



With speed limit regulations, the applications regarding traffic signs will be standardized in accordance with the principle that 'traffic signs should be as few as possible but as many as necessary' and will be made more perceivable for road users.



The studies to be carried out will be conducted in coordination with the Ministry of Interior and the Ministry of Transport and Infrastructure, and will be carried out by relevant institutions and organizations, primarily including the Ministries of Justice, Environment, Urbanization and Climate Change, National Education, Health, Agriculture and Forestry, and municipalities, and will be completed by September 1 on the roads identified as a priority and by December 31 on other roads.
