In the meeting of the Board of Directors of the Turkish Football Federation held on May 28, 2025, it was decided to make changes to the Football Disciplinary Regulations. Following the changes, the Federation announced the updated penalties of the Football Disciplinary Regulations.
The Turkish Football Federation (TFF) has made changes to some disciplinary regulations ahead of the new season.
According to the changes published on TFF's website, there has been a modification in the enforcement of red cards. Players will serve the penalties for the red cards they receive in the following official match or matches. Previously, penalties of up to 4 matches were valid in the category where the violation occurred.
The other change was made regarding player contracts. Accordingly, clubs will report all earnings and expenses such as signing bonuses, image rights, and provided housing to the TFF in the contracts signed with players. If earnings and expenses not submitted to the TFF are detected, a penalty will be imposed equal to half of the undisclosed amount.
The Football Disciplinary Regulation shared by the Turkish Football Federation is as follows:
"FOOTBALL DISCIPLINARY REGULATION
UNSPORTSMANLIKE CONDUCT
(1) Those who engage in unsportsmanlike conduct or behavior that undermines the TFF's reputation or diminishes the value of football, or who promote violence or disorder in sports, and/or engage in actions that may lead to fan actions; (a) Players will receive a ban of 1 to 3 matches, (b) Administrators will receive a ban of 21 to 60 days and for Super League club administrators, a fine ranging from 150,000 TL to 780,000 TL,
for 1st League club administrators, a fine ranging from 78,000 TL to 390,000 TL, for 2nd League club administrators, a fine ranging from 48,000 TL to 150,000 TL, and for 3rd League club administrators, a fine ranging from 30,000 TL to 60,000 TL,
(c) Officials and others will face a ban from the dressing room and bench for 1 to 3 matches or a ban of 15 to 30 days, and if deemed necessary according to the severity of the act, a fine ranging from 50,000 TL to 500,000 TL,
(ç) Clubs will be fined up to 240,000 TL to 1,200,000 TL for the Super League, up to 120,000 TL to 600,000 TL for the 1st League, and up to 78,000 TL to 390,000 TL for the 2nd League,
and up to 39,000 TL to 198,000 TL for the 3rd League. (2) The Disciplinary Board may impose only the monetary penalty specified in Article 35, paragraph 4, due to the violations determined in paragraph 1 of this article if deemed necessary.
(3) It is prohibited for players, club administrators, officials, and others to contact match referees through any means of communication, social media, or any press and broadcasting organization in a manner contrary to sportsmanship or sports ethics.
In the event of a violation, (a) Players will receive a ban of at least 1 year from matches, (b) Administrators will receive at least a 1-year ban and additionally for Super League club administrators, a fine ranging from 1,200,000 TL to 3,000,000 TL,
for 1st League club administrators, a fine ranging from 600,000 TL to 1,800,000 TL,
for 2nd League club administrators, a fine ranging from 300,000 TL to 1,200,000 TL,
for 3rd League club administrators, a fine ranging from 150,000 TL to 600,000 TL,
(c) Officials and others will face a ban from the dressing room and bench for at least 1 year or at least a 1-year ban, and if deemed necessary according to the severity of the act, a fine ranging from 50,000 TL to 500,000 TL will be imposed.
(4) Match officials or officials, primarily referees, observers, representatives, and field commissioners, who are contacted in an unsportsmanlike manner are obliged to report this situation immediately to the TFF. Those who fail to fulfill this obligation will be subject to a ban from matches or a ban of 1 to 3 years.
(5) If the violation specified in the first paragraph is directed at TFF members or match officials and involves physical intervention; (a) Players will receive a ban of 3 to 6 matches,
(b) Club administrators will receive a ban of 75 to 150 days along with fines for Super League club administrators ranging from 210,000 TL to 900,000 TL,
for 1st League club administrators, a fine ranging from 120,000 TL to 420,000 TL,
for 2nd League club administrators, a fine ranging from 90,000 TL to 180,000 TL,
for 3rd League club administrators, a fine ranging from 51,000 TL to 90,000 TL, (c) Officials and others will face a ban from the dressing room and bench for 3 to 6 matches or a ban of 21 to 50 days, and if deemed necessary according to the severity of the act, a fine ranging from 50,000 TL to 500,000 TL will be imposed.
ARTICLE 36/A - UNSPORTSMANLIKE CONDUCT RELATED TO NOT PARTICIPATING IN A MATCH OR LEAVING A STARTED MATCH (1)
Without prejudice to the provisions of the Football Match Regulation, clubs and their members who do not attend the match without a valid reason, who do not come to the match despite being present, or who engage in unsportsmanlike conduct by leaving a started match, causing the match to be suspended, will be subject to the following penalties by the Disciplinary Boards; (a) Those participating in the violation specified in the first paragraph will receive a 1-year ban from club administrators; a 1-year ban from officials or a ban from the dressing room and bench; (b) Clubs will be fined; for the Super League, a fine ranging from 20,000,000 TL to 100,000,000 TL,
for the 1st League, a fine ranging from 2,000,000 TL to 10,000,000 TL,
for the 2nd League, a fine ranging from 1,000,000 TL to 5,000,000 TL,
for the 3rd League, a fine ranging from 500,000 TL to 2,500,000 TL,
for amateur leagues, a fine ranging from 50,000 TL to 250,000 TL, and depending on the nature of the incident and the severity of the violation, an additional penalty of up to (-9) points will be imposed for the league they will participate in the following season, (c) Players will receive a ban of 5 to 10 matches, (2) Unless proven otherwise, the president of the club that committed the violation is deemed to have participated in this violation.
ARTICLE 37 - INTENTIONAL CARD RECEIVING
Players who intentionally receive a yellow or red card considering the penalty situation in subsequent matches will be banned for 2 matches.
ARTICLE 38 - STATEMENTS AIMED AT UNDERMINING THE REPUTATION OF FOOTBALL
Individuals covered by this regulation; through press and broadcasting organizations, official websites, or social media; damaging the brand value of Turkish Football and the institutional reputation of the TFF, casting a shadow on the neutrality of TFF Administrators, Board Members, match officials, and TFF members, making statements contrary to sportsmanship, sports ethics, or the understanding of fair play regarding these individuals' withdrawal from their duties, and making any statements, declarations, and shares that may promote violence and disorder in sports, contain divisive and separatist meanings, and may lead to fan incidents are prohibited.

SECURITY OF THE REFEREE DRESSING ROOM AND CORRIDORS (1)
Club executives who are not accredited will be penalized with a deprivation of rights for no less than 30 days and no more than 60 days if they enter the referee dressing room corridors. (2) Except for players and coaches, individuals mentioned in this regulation who engage in unsportsmanlike conduct, assault, insult, or threats in the referee dressing room or corridors, or spit, will be penalized with at least 3 months of deprivation of rights.
For Super League club executives, fines ranging from 450,000 TL to 1,350,000 TL,
for 1st League club executives from 225,000 TL to 675,000 TL,
for 2nd League club executives from 135,000 TL to 450,000 TL,
for 3rd League club executives from 67,500 TL to 225,000 TL.
TEAM UNSPORTSMANLIKE CONDUCT
For Super League clubs, a fine of 6,750 TL for each yellow card, 13,500 TL for each red card;
for 1st League clubs, a fine of 3,375 TL for each yellow card, 6,750 TL for each red card;
for 2nd League clubs, a fine of 1,575 TL for each yellow card, 3,375 TL for each red card;
for 3rd League clubs, a fine of 900 TL for each yellow card, 1,800 TL for each red card.
COLLECTIVE INTERVENTION TO REFEREES AND OTHER MATCH OFFICIALS (1)
Before, during, or after the match, if more than 3 players, officials, or executives from the same team act together to protest and obstruct the proper continuation of the match by surrounding the referee or other match officials, and continue their actions despite the referee's and other match officials' warnings, a disciplinary investigation may be initiated against the clubs of the individuals causing the violation. Clubs in the Super League that violate this provision will be fined 112,500 TL,
clubs in the TFF 1st League 56,250 TL,
clubs in the TFF 2nd League 33,750 TL,
clubs in the TFF 3rd League 16,875 TL.
ATTACK ON PERSONAL RIGHTS, INSULT, THREAT, AND SPITTING
Those who insult, curse, threaten, or attack the personal rights of TFF or its members, match officials, players, executives, or other relevant clubs and individuals, or carry out these actions through media and social media; (a) Players will face a ban of 2 to 5 matches; if the actions are directed at match officials, a ban of 3 to 7 matches, (b) Club executives will face a deprivation of rights of 30 to 60 days; if the actions are directed at match officials, a deprivation of rights of 75 to 150 days, and for Super League club executives, fines ranging from 210,000 TL to 900,000 TL,
for 1st League club executives from 90,000 TL to 420,000 TL,
for 2nd League club executives from 78,000 TL to 150,000 TL, for 3rd League club executives from 51,000 TL to 90,000 TL,
(c) For officials and other individuals, a ban of 2 to 5 matches; if the actions are directed at match officials, a ban from the dressing room and the bench or a deprivation of rights of 21 to 50 days, and depending on the severity of the action, a fine of up to 500,000 TL may be imposed.
(3) If the actions mentioned in the first paragraph are carried out through the clubs' media outlets (especially official websites, club televisions) or social media accounts, clubs will be fined up to 600,000 TL for the Super League,
up to 330,000 TL for the 1st League,
up to 180,000 TL for the 2nd League,
up to 90,000 TL for the 3rd League.
(4) The penalties of match bans, bans from the dressing room and the bench, and deprivation of rights mentioned in this article cannot be converted into fines.
ARTICLE 42 – DISCRIMINATION AND IDEOLOGICAL PROPAGANDA (1)
Discrimination based on race, language, religion, ethnic origin, or any form of discrimination that undermines human dignity will result in (a) a ban of 4 to 8 matches for players, (b) a deprivation of rights of 45 to 90 days for club executives, and for Super League club executives, fines ranging from 117,000 TL to 472,000 TL, for 1st League club executives from 58,500 TL to 234,000 TL, for 2nd League club executives from 45,000 TL to 90,000 TL, for 3rd League club executives from 29,250 TL to 58,500 TL, (c) a ban from the dressing room and the bench for 4 to 8 matches for officials and other individuals, or a deprivation of rights of 30 to 60 days.
(2) Clubs whose members and supporters commit the acts defined in the first paragraph will also be fined up to 292,500 TL for the Super League, up to 180,000 TL for the 1st League, up to 90,000 TL for the 2nd League, and up to 45,000 TL for the 3rd League.
(3) Additionally, depending on the severity of the violation or in case of recurrence, the club may face additional penalties such as playing one or more matches without spectators, closing the field, default losses, point deductions, and expulsion.
(4) Any form of ideological propaganda before, during, and after the match is prohibited. If this prohibition is violated, the penalties specified in this article will be applied.
ARTICLE 43 – UNLAWFUL CONDUCT
Players who commit harsh and serious fouls contrary to the rules of football will face a ban of 2 to 4 matches, while players who engage in violent conduct will face a ban of 3 to 6 matches.

ARTICLE 44 – ASSAULT (1)
Those who commit acts of assault; (a) Players shall be banned from 5 to 10 matches, (b) Club officials shall be subjected to a ban of 75 to 180 days along with a monetary fine of up to 675,000 TL for Super League club officials, up to 315,000 TL for 1st League club officials, up to 135,000 TL for 2nd League club officials, and up to 67,500 TL for 3rd League club officials, (c) Officials and other individuals shall be banned from entering the dressing room and the bench for 5 to 10 matches or shall receive a ban of 75 to 180 days. (2) If the assault is directed towards TFF members or match officials; (a) Players shall be banned from 10 to 15 matches, (b) Club officials shall be subjected to a ban of 150 to 400 days along with a monetary fine of up to 1,237,500 TL for Super League club officials, up to 675,000 TL for 1st League club officials, up to 225,000 TL for 2nd League club officials, and up to 157,500 TL for 3rd League club officials, (c) Officials and other individuals shall be banned from entering the dressing room and the bench for 10 to 15 matches or shall receive a ban of 90 to 300 days.
ARTICLE 45 – FIGHT
Those involved in a fight and whose actions do not require a heavier penalty shall receive (a) Players shall be banned from 3 to 5 matches, (b) Club officials shall be subjected to a ban of 60 to 200 days along with a monetary fine of up to 585,000 TL for Super League club officials, up to 270,000 TL for 1st League club officials, up to 117,000 TL for 2nd League club officials, and up to 58,500 TL for 3rd League club officials, (c) Officials and other individuals shall be banned from entering the dressing room and the bench for 3 to 5 matches or shall receive a ban of 45 to 150 days.
ARTICLE 46 – ACTIONS CONTRARY TO REGULATIONS (1)
Individuals or clubs that violate the provisions related to football legislation, TFF regulations, and the rules of the game shall be fined up to 5,000,000 TL, taking into account the nature and severity of the incident, unless there is a separate penalty provision for this matter; in addition to the monetary fine, they may also be punished with disciplinary penalties specified in this regulation. (2) Clubs that do not participate in leagues or cups organized by TFF shall be punished with a demotion to a lower league unless there is a contrary regulation.
ARTICLE 47 – UNLAWFUL USE OF DOCUMENTS (1)
Those who attempt to mislead TFF and match officials by using licenses, identity cards, accreditation cards, and other eligibility documents that do not belong to them or by impersonating another person shall receive (a) Players shall be banned from 8 to 24 matches, (b) Club officials shall be subjected to a ban of 2 to 6 months and additionally a monetary fine of up to 495,000 TL for Super League club officials, up to 234,000 TL for 1st League club officials, up to 90,000 TL for 2nd League club officials, and up to 58,500 TL for 3rd League club officials, (c) Officials and other individuals shall receive a ban from entering the dressing room and the bench for 8 to 24 matches or shall receive a ban of 2 to 6 months. (2) Clubs to which individuals committing acts under this article belong shall also be fined up to 900,000 TL for Super League, up to 450,000 TL for 1st League, up to 180,000 TL for 2nd League, and up to 90,000 TL for 3rd League. (3) The sanctions directed at clubs regarding the Football Match Regulations are reserved. Additionally, amateur league clubs shall have their points reduced by at least 3 and at most 6.
ARTICLE 48 – FORGERY AND DECEPTION (1)
It is prohibited for individuals covered by this Regulation to make alterations or forgeries on licenses or eligibility documents or to use or allow the use of such documents. In case of violation of this article: (a) Players shall be banned from matches for 1 to 3 years, (b) Club officials shall be subjected to a ban of 1 to 3 years and additionally a monetary fine of up to 585,000 TL for Super League club officials, up to 292,500 TL for 1st League club officials, up to 148,500 TL for 2nd League club officials, and up to 90,000 TL for 3rd League club officials, (c) Officials and other individuals shall receive a ban from entering the dressing room and the bench for 1 to 3 years or shall receive a ban of 1 to 3 years. (d) The right to impose penalties for the return of awards or the cancellation of licenses is reserved. Depending on the severity of the violation, a permanent ban may also be imposed. (2) Due to actions covered by this article, the responsible club shall be fined up to 900,000 TL for Super League, up to 585,000 TL for 1st League, up to 450,000 TL for 2nd League, and up to 238,500 TL for 3rd League. If the club has won an award in the organization where the violation occurred, in addition to the monetary fine, a penalty for the return of awards may also be imposed. (b) Depending on the severity of the violation, the team of the club that committed this act in the relevant category shall be disqualified from the league for the current season, demoted to a lower league, and the team shall compete in a lower league in the following season. If there is no lower league, they shall not be allowed to participate in matches for 1 year. If the act remains an attempt, at least 3 and at most 12 points shall be deducted from the team of the club that committed the act in the relevant category. (3) If the act of forgery or deception is carried out on documents other than those mentioned above, the penalties specified in this article shall apply.
ARTICLE 49 – IRREGULAR ADMISSION OF SPECTATORS AND FAILURE TO KEEP STAIRWELL SPACES EMPTY (1)
Clubs that issue false documents regarding the number of spectators entering the stadium, make declarations, allow spectators to enter the stadium without tickets or with any document instead of a ticket, allow more spectators than the capacity of the stadium or the stands, or gain benefits through similar acts shall be fined up to 720,000 TL for Super League, up to 234,000 TL for 1st League, up to 93,600 TL for 2nd League, and up to 46,800 TL for 3rd League. (2) Clubs that charge more than 30% of the lowest ticket price applied to their own spectators for the visiting club's spectators, or determine ticket prices for visiting club spectators that are higher than the average of the ticket prices determined for the last five official matches played without spectators, or gain benefits through similar acts shall be fined up to 3.

Fines ranging from 600,000 TL to 4,500,000 TL, for the 1st League from 1,800,000 TL to 2,250,000 TL, for the 2nd League from 72,000 TL to 108,000 TL, and for the 3rd League from 36,000 TL to 54,000 TL will be imposed. The board may reduce the fines up to 1/4 considering the amount of benefit obtained by clubs applying prices exceeding 30% of the ticket price. (3) If the stair gaps in the stands are not left empty, fines will be imposed on clubs according to the table in APPENDIX-4.
ARTICLE 50 – NON-COMPLIANCE WITH PENALTIES AND MEASURES (1)
Those who do not comply with the execution regime of penalties and administrative measures or who participate in such violations in any way (a) Players will be banned from 4 to 12 matches, (b) Club executives will face a ban on rights from 60 to 180 days, with fines ranging from 1,000,000 TL to 5,000,000 TL for Super League club executives, from 500,000 TL to 1,000,000 TL for 1st League club executives, from 250,000 TL to 500,000 TL for 2nd League club executives, and from 100,000 TL to 250,000 TL for 3rd League club executives, (c) Officials and other individuals will face a ban from the dressing room and bench for 4 to 12 matches or a ban on rights from 60 to 180 days, and fines ranging from 148,500 TL to 292,500 TL for Super League, from 90,000 TL to 180,000 TL for 1st League, from 58,500 TL to 117,000 TL for 2nd League, and from 29,250 TL to 58,500 TL for 3rd League will be imposed. (2) The provisions of the Football Match Regulations are reserved. (3) If this violation is committed by entering the protocol stand, the penalties to be imposed will be doubled.
ARTICLE 51 – FAILURE TO PARTICIPATE IN NATIONAL MATCHES (1)
Players who do not participate in official or private national matches or training sessions without a valid reason, or who arrive late or leave the training and match venue will be penalized with a ban from matches ranging from 2 months to 1 year. (2) Depending on the nature of the violation, the club to which the player is affiliated may also be fined between 292,500 TL and 585,000 TL.
ARTICLE 52 – FIELD INCIDENTS (1)
Individuals who violate the rules regarding order or discipline in stadiums or the normal course of the match or the provision of safety, either individually or collectively, will be penalized with a ban from matches ranging from one month to two years or a temporary ban on rights. (2) The Disciplinary Board may impose fines, field closure, and spectator-less play penalties on clubs responsible for incidents due to their spectators, members, or players, depending on the severity of the incident, or may suffice with any of these penalties against the responsible club. (3) In addition to the sanctions mentioned in the second paragraph above; in Super League and 1st League matches where electronic ticketing is implemented, the entry of spectators in blocks involved in incidents may be prevented by blocking the electronic ticket cards of those spectators, depending on the severity and occurrence of the incidents. The penalty given in a match played as the home team will be enforced in matches where the relevant club plays as the home team; the penalty received in a match played as the guest team will be enforced in matches where the relevant club plays as the guest team. Penalties received in league matches will be enforced in league matches, and penalties received in cup matches will be enforced in cup matches. No card blocking penalty will be applied to disabled spectators who cannot be present at field incidents. (4) Material damages incurred will be compensated by the responsible parties.
ARTICLE 53 – UGLY AND BAD CHEERS (1)
It is prohibited to engage in derogatory, provocative, or harassing cheers collectively in stadiums, whether through words or actions or similar means, without applying the continuity criterion. (2) In professional league matches, clubs will be penalized according to the tables in APPENDIX-1 and APPENDIX-2 for engaging in ugly and bad cheers, while in Turkey Cup matches, penalties will be imposed according to the table in APPENDIX-3. (3) In Super League and 1st League matches where electronic ticketing is implemented, if ugly and bad cheers are made; the entry of spectators in blocks that collectively engage in ugly and bad cheers may be prevented by blocking their electronic ticket cards. No card blocking penalty will be applied to disabled spectators who cannot engage in ugly and bad cheers. (4) The PFDK may impose the penalties specified in paragraphs 2 and 3 together or separately. (5) The penalty received by the club and/or its spectators under this article in a match played as the home team will be enforced in matches where the relevant club plays as the home team; the penalty received in a match played as the guest team will be enforced in matches where the relevant club plays as the guest team. Penalties received in league matches will be enforced in league matches, and penalties received in cup matches will be enforced in cup matches. (6) If the mentioned acts contain racism, the responsible club will be penalized with a spectator-less match penalty for the first violation and a monetary penalty as specified for the third violation in the APPENDIX tables, a two-match spectator-less penalty and a monetary penalty twice the amount of the monetary penalty given for the second violation for the second violation, and a three-point deduction penalty for the third violation. (7) A club that proves with sufficient and convincing evidence that it has made maximum effort to prevent violations under this article or that the incidents were carried out maliciously by third parties may not be penalized. (8) It is prohibited to collectively cheer in a way that contains ethnic or regional discrimination or to identify the members or supporters of any team with criminal offenders or criminal organizations. In case of violation of this prohibition, the responsible club may be fined between 780,000 TL and 1,560,000 TL for the Super League, between 270,000 TL and 540,000 TL for the 1st League, between 120,000 TL and 240,000 TL for the 2nd League, and between 60,000 TL and 120,000 TL for the 3rd League, and may face field closure or spectator-less play penalties depending on the severity of the act, either together or separately. (9) If the violation under this article occurs in matches played on neutral grounds due to league statuses, the relevant clubs will be considered as guest clubs. (10) If violations falling under the 1st, 6th, and 8th paragraphs of this article occur together, the sanctions determined for the violation of the relevant paragraphs will be applied separately.
ARTICLE 54 – BROADCASTING
The home club is obliged to provide the necessary environment for the individuals with whom the TFF has signed broadcasting contracts on behalf of and for the clubs to carry out the broadcast under the best conditions. In case of restriction or obstruction of broadcast preparations or the broadcast itself, the home club: (a) will face a fine of 2,250,000 TL for the first violation in the Super League, and for the second violation 2, ...

With a fine of 250,000 TL, two field closure penalties, and in case of three or more violations, a deduction of three points along with a fine of 4,500,000 TL; (b) In other leagues, a fine of 382,500 TL for the first violation, a fine of 2,250,000 TL along with two field closure penalties for the second violation, and in case of three or more violations, a fine of 2,250,000 TL along with a deduction of three points will be imposed.
ARTICLE 55 – CODE OF CONDUCT (1)
Individuals covered by this Regulation are obliged to act in good faith and in cooperation with the TFF legal boards at all times; to provide the requested information and documents to the TFF legal boards; to give verbal or written statements upon request; and to share all kinds of information regarding financial matters upon request. Unless otherwise decided by the TFF legal boards, individuals expected to cooperate with the boards regarding a specific incident are obliged to keep confidential the information they possess or acquire later and their relations to the incident. In case of violation of this paragraph, a fine of 500,000 TL to 5,000,000 TL and a penalty of up to 2 years of deprivation of rights will be imposed. (2) Individuals covered by this Regulation must be aware of the importance of their duties and the responsibilities and obligations related to their duties, and must diligently fulfill their duties and responsibilities, especially regarding financial matters. In case of violation of this paragraph, a fine of 500,000 TL to 5,000,000 TL and a penalty of up to 2 years of deprivation of rights will be imposed. (3) Individuals covered by this Regulation are obliged to treat the confidential information and documents they acquire during and after the performance of their duties as confidential and to keep them secret. In case of violation of this paragraph, a fine of 500,000 TL to 5,000,000 TL and a penalty of up to 2 years of deprivation of rights will be imposed. (4) Individuals covered by this Regulation are obliged to notify the TFF in writing if they are aware of any disciplinary violation. In case of violation of this paragraph, a fine of 500,000 TL to 5,000,000 TL and a penalty of up to 2 years of deprivation of rights will be imposed. (5) Individuals covered by this Regulation must avoid all direct or indirect potential conflicts of interest related to the performance of their duties; in cases where there is a direct or indirect conflict of interest that may affect the performance of their duties, they are obliged not to perform their duties and to immediately and in writing inform the organization they are affiliated with. In case of violation of this paragraph, a fine of 500,000 TL to 5,000,000 TL and a penalty of up to 3 years of deprivation of rights will be imposed. (6) Individuals covered by this Regulation may not give, offer, request, or accept any gifts or similar benefits that may create a debt or conflict of interest aimed at influencing individuals' behavior. Only symbolic or culturally appropriate gifts or benefits according to common traditions may be offered or accepted. If rejecting a gift or benefit is contrary to cultural norms, individuals covered by this Regulation may only accept the gift or benefit on behalf of the organization they are affiliated with. The accepted gift or benefit must be reported to the relevant organization immediately and delivered within an appropriate time frame. In case of violation of this paragraph, a fine of 500,000 TL to 5,000,000 TL and a penalty of up to 2 years of deprivation of rights will be imposed. (7) Individuals covered by this Regulation are prohibited from accepting, offering, requesting, or promising commissions on behalf of themselves or third parties in negotiations or other activities related to their duties unless provided for in a commercial agreement. In case of violation of this paragraph, a fine of 500,000 TL to 5,000,000 TL and a penalty of up to 2 years of deprivation of rights will be imposed. (8) Individuals covered by this Regulation are prohibited from accepting, offering, requesting, or promising material or other benefits that are unlawful, directly or indirectly, in exchange for the performance or non-performance of their duties or against their duties. In case of violation of this paragraph, a fine of 500,000 TL to 5,000,000 TL and a penalty of up to 2 years of deprivation of rights will be imposed. (9) Individuals covered by this Regulation are prohibited from misusing the funds of the organizations they belong to, directly or indirectly, or through third parties, for their own or others' benefit. Individuals covered by this Regulation must avoid any activities or behaviors that may be perceived as a violation of this article or raise suspicion in this regard. In case of violation of this paragraph, a fine of 500,000 TL to 5,000,000 TL and a penalty of up to 2 years of deprivation of rights will be imposed. (10) Individuals covered by this Regulation are obliged to protect, respect, and ensure the dignity and personal reputation of others. Systematic, hostile, and repeated actions aimed at isolating, excluding, or harming the dignity of others, as well as sexual harassment, are prohibited. In case of violation of this paragraph, a fine of 500,000 TL to 5,000,000 TL and a penalty of up to 2 years of deprivation of rights will be imposed. (11) Individuals covered by this Regulation are prohibited from engaging in any acts of sexual harassment and abuse. In case of violation of this paragraph, a fine of 500,000 TL to 5,000,000 TL and a penalty of permanent deprivation of rights will be imposed.
ARTICLE 56 – INFLUENCING THE RESULT OF COMPETITION
(1) It is prohibited to unlawfully influence the result or process of a competition. The provision of incentive bonuses is also included in this scope.
(a) Individuals who commit the violations mentioned above will be subjected to a penalty of permanent deprivation of rights,
(b) If the violations mentioned above are committed by club managers, the relevant clubs will be penalized with relegation to a lower league.
(c) Individuals responsible for the violation may also be subject to a monetary fine.
(2) It is prohibited to attempt the violations specified in paragraph 1.
(a) In case of an attempt, the relevant individuals will be subjected to a ban from competitions or deprivation of rights for a period of 1 to 3 years.
(b) In case of an attempt, the club managed by the relevant individual may be subjected to the disciplinary penalties provided for in this regulation. In cases of serious violations, at least a 12-point deduction penalty will be imposed on the club. The severity of the violation will be freely determined by the board according to the nature of the specific case, but if it is determined that the act is aimed at obtaining benefits from betting games for the relevant manager or third parties, the violation will definitely be considered a serious violation.
(3) If a violation or attempt to violate is committed by referees, a penalty of permanent deprivation of rights will be imposed.
(4) Individuals covered by this Regulation, who are contacted to unlawfully influence the result or process of a competition or who are aware of such actions due to their duties in football, are obliged to immediately notify the TFF in this regard.

(5) It is prohibited for individuals to use or share with third parties information obtained due to their roles in football that has not been disclosed to the public, in a way that may affect or could affect the integrity of a match.
ARTICLE 57 – BETTING
(1) Individuals covered by this Regulation are prohibited from;
a) Placing direct or indirect bets and engaging in similar games of chance on football matches and/or any activity related to football.
b) Having any duties or interests, directly or indirectly, in businesses, organizations, and institutions (excluding public institutions and organizations) that promote, mediate, organize, or conduct betting or similar games of chance related to football matches or similar events or transactions.
(2) Individuals acting contrary to this will be punished with a ban from matches for three months to one year or deprivation of rights.
(3) It is prohibited to promote or advertise unlicensed betting organizations by any means, including the use of advertising boards and other equipment in stadiums. This prohibition also includes promotions and advertisements that suggest the involvement of these organizations.
In case of non-compliance with this prohibition:
a) For Super League Clubs, a fine of 2,500,000 TL for the first violation, 5,000,000 TL for the second violation, 10,000,000 TL for the third violation, and a fine of 10,000,000 TL for each subsequent violation along with a -3 point deduction.
b) For 1st League Clubs, a fine of 1,000,000 TL for the first violation, 2,000,000 TL for the second violation, 4,000,000 TL for the third violation, and a fine of 4,000,000 TL for each subsequent violation along with a -3 point deduction.
c) For 2nd and 3rd League Clubs, a fine of 250,000 TL for the first violation, 500,000 TL for the second violation, 1,000,000 TL for the third violation, and a fine of 1,000,000 TL for each subsequent violation along with a -3 point deduction.
d) In other leagues, a fine of 125,000 TL for the first violation, 250,000 TL for the second violation, 500,000 TL for the third violation, and a fine of 500,000 TL for each subsequent violation along with a -3 point deduction.
ARTICLE 58 – FAILURE TO PARTICIPATE IN A MATCH
(1) It is prohibited for a player to not participate in match preparations or the match itself in a manner contrary to law or sports ethics, or to be prevented from participating.
(2) Those who violate this prohibition will be punished with:
(a) A ban from matches for three months to one year for players,
(b) A deprivation of rights for three months to one year for club officials,
(c) A ban from entering the locker room and the substitute bench or deprivation of rights for three months to one year for officials and other individuals.
ARTICLE 59 – NEGLIGENCE OF DUTY AND MISUSE
(1) Individuals covered by this Regulation cannot neglect or misuse their duties for a special purpose or to gain an advantage. In case of violation of this article, offenders will be punished with at least 1 year of deprivation of rights or revocation of their license.
(2) Match officials who do not fulfill their duties will be punished with deprivation of rights for three months to one year.
ARTICLE 60 – CONVICTION
(1) Those who are sentenced to imprisonment for more than two years for a deliberately committed crime or for crimes against the security of the State, the constitutional order and its functioning, or national defense, or against State secrets, such as espionage, embezzlement, bribery, theft, fraud, forgery, abuse of trust, fraudulent bankruptcy, interference in tenders, interference in the performance of obligations, laundering of assets derived from crime, or smuggling, or for crimes of sexual abuse of children, will be punished with a permanent deprivation of rights.
(2) In cases of disciplinary violations, if the deprivation of rights imposed on real persons has been completed for ten years, upon the request of the individual, the TFF Board of Directors may decide to lift the consequences of the penalty.
ARTICLE 61 – DOPING
Matters related to doping and the fight against doping, as well as the disciplinary penalties to be applied, are governed by the provisions of the Doping Control Regulation.
