A surprising statement came from Hamas. Hamas officials stated that they are ready to transfer the administration of Gaza to a Palestinian technocratic committee, saying, "Committees have been formed to oversee the handover. The administration in all areas of Gaza is ready to be transferred to the technocratic committee."

THEY WILL WORK UNDER THE SUPERVISION OF THE "PEACE BOARD"

The 15-member "Gaza Management Board" was established as part of the ceasefire agreement that came into effect on October 10, 2025. Led by former Palestinian Deputy Minister of Transportation Ali Shaas, the team composed of Palestinian technocrats will work under the supervision of the "Peace Board," which will be chaired by U.S. President Donald Trump.

3-PRONGED PEACE BOARD

In the new structure envisioned for Gaza, there are 3 main bodies: the "Peace Board," the "Peace Board Management Board," and the "Gaza Management Board." In this context, the "Peace Board," chaired by Trump, was established, and Trump had invited Erdoğan as a founding member of the "Peace Board," which is responsible for the reconstruction and security of Gaza. Dr. Ali Shaas, the former Palestinian Deputy Minister of Transportation, was appointed to head the "Gaza Management Board."

Trump's Special Representative for the Middle East, Steve Witkoff, announced on January 14 that the second phase of the 20-item Gaza plan had been initiated. Trump had invited many countries, including Turkey, to the board. Countries that accepted the invitation will be able to participate in the board for 3 years. After 3 years, to continue membership in the board, countries will need to pay 1 billion dollars. Those who do not make the payment will be removed from the board.
