AK Party Elazığ Deputy Ejder Açıkkapı shared the details of the legal regulation regarding the privatization of public lands. Contrary to claims, Açıkkapı emphasized that active hospitals will not be sold and stated that the sales revenues will be transferred directly to the institution that owns the property, not to the general budget.

Following the privatization decision covering public lands, the sale of 3 former hospitals and their land in Elazığ has come to the agenda. As reactions increased, AK Party Elazığ Deputy Ejder Açıkkapı answered questions from presenter Melis Yaşar on Haberler.com broadcasts. Açıkkapı emphasized that the regulation in question is not mandatory and stated that there is no question of selling actively used hospitals.

“PRIVATIZATION REGULATION IS NOT MANDATORY”

Açıkkapı made the following statements: “Actually, this privatization issue is a legal regulation we made last month. It is numbered 259. This was a law regarding amendments to certain laws. And in this law, an arrangement was made regarding the evaluation of immovable properties belonging to the treasury numbered 4.706 and the value added tax law. After this regulation, naturally, the immovable properties of certain institutions could enter the scope of privatization until today. Until this law, but with this regulation, we have expanded this scope a bit. That is, not only the central administration but also the immovable properties owned by special budget institutions, regulatory institutions, social security institutions, state economic enterprises and their affiliated companies, with this related law, if the important point here is this. There is the matter of places to be included in privatization if institutions wish. Of course, the important point here is this. This law is not a mandatory.

“SALE REVENUES WILL NOT GO TO THE GENERAL BUDGET”

After this sale is realized, the income obtained is not transferred to the general budget. Here, it is directly transferred to the account of the institution that owns the immovable property. I am currently explaining the law. And this income is recorded as revenue to the budget of that institution. That is, after the sale is made, the income obtained is not transferred to the general budget. This money enters the accounts of the relevant institution, i.e., the institution selling the immovable property.

“ACTIVE HOSPITALS WILL NOT BE SOLD”

It says that recent claims in some media outlets and social media platforms that hospitals are being sold regarding the immovable property list published in the official gazette do not reflect the truth. It is aimed at reassessing immovable properties that are not actually in use or have lost their function. It says that the immovable properties belonging to institutions providing health services included in the list will be preserved. So, there will be no hospital sale here.”
