The Mint made a statement regarding the chips used in the National Vehicle Identification System (UTTS), which has caused public outrage due to its cost of 2,791 lira. The Mint emphasized that claims stating the actual price is 5.5 TL do not reflect the truth and provided details about the 2,791 TL price.
In a statement made by the Mint, it was expressed that the chips used in the UTT system have special hardware used in the automotive industry and that their cost is around 8-10 dollars.
Additionally, it was stated that the other parts used in the system are around 7-8 dollars, thus the total production cost of the Vehicle Recognition Unit is around 16-18 dollars. It was emphasized that the chips have flame-proof certification and are closed equipment.
THE CONTENT OF THE 2,791 TL PRICE HAS BEEN REVEALED
It was mentioned that the sales price of the Vehicle Recognition Unit within the scope of UTT is 1,413 TL + installation + VAT, while the installation fee is stated to be 912 TL. It was reported that the installation is carried out at a standard price by 3,385 authorized companies. The Mint reminded that similar chips are sold in the private sector in Turkey for around 1,800 TL and that these chips have been used in 2.5 million vehicles for over 25 years.
Furthermore, it was stated that with UTT, the existing vehicle recognition systems have been nationalized, thus providing a fair competitive environment for consumers and fuel stations.
“NO COOPERATION WITH TURPAK”
In the statement, it was emphasized that the Mint is not in any cooperation with the Turpak company mentioned in some news. It was recorded that this company is not a contractor or supplier of UTT, but is one of the companies authorized for the installation of the Vehicle Recognition Unit. It was noted that there are 213 other companies that have received the same authorization, and it was reported that the current installation points can be followed on the official website of UTT.
MORE THAN 5 MILLION ORDERS COMPLETED
It was stated that more than 5 million orders for the Vehicle Recognition Unit have been received so far, and the installation processes for over 700,000 vehicles have been completed, while the claims that the equipment used in the system is of Israeli or Canadian origin were also stated to be untrue.
It was emphasized that UTT has a software infrastructure developed by Turkish engineers and that there are no security issues, urging citizens not to trust false news. Additionally, it was stated that the Mint will initiate legal action against individuals and institutions spreading false news.
PENALTIES FOR THOSE WHO DO NOT REGISTER FOR UTT
Vehicle owners who register through utts.gov.tr by January 31, 2025, will have the right to complete their installation processes by April 30, 2025. After this date, sales receipts not issued in UTT will not be usable for expense declarations in fuel purchases, and vehicle owners will not be able to benefit from tax deductions. Vehicle owners who do not complete their registration and installation processes within the specified period may face special irregularity fines ranging from 7,000 TL to 28,000 TL, depending on their taxpayer status. Additionally, fuel stations that do not timely install Vehicle Recognition Readers and station equipment risk facing a special irregularity fine of 280,000 TL for each violation detected.
NO OBLIGATION FOR INDIVIDUAL VEHICLES
The new application principles introduced by the regulation are as follows: If registered between January 1-31, 2025, the prices for 2025 will be valid. Installation processes can be completed by April 30, 2025, and expenses not made through UTT until this date can continue to be used for tax deductions. There is no obligation for existing individual vehicles to install TTB. However, from July 1, zero vehicles that will be put into traffic must be installed with TTB by their manufacturers, importers, and similar entities. There is no obligation to change TTB in case of license plate or ownership changes for these vehicles.

Starting from July 1, 2025, zero vehicles that will be put into traffic will be released to the market with TTB by their importers or manufacturers. The portable devices in the existing vehicle recognition systems will be replaced with TTB. Thus, standardization will be achieved, and irregularities will be prevented. With TTB, it will be possible to purchase fuel from different fuel companies. Individual users will not have to buy new devices when transferring the vehicles covered by this scope.
WHAT THE NEW REGULATION BRINGS
- Starting from July 1, 2025, zero vehicles that will be put into traffic will be released to the market with TTB by their importers or manufacturers.
- The portable devices in the existing vehicle recognition systems will be replaced with TTB. Thus, standardization will be achieved, and irregularities will be prevented.
- With TTB, it will be possible to purchase fuel from different fuel companies. Individual users will not have to buy new devices when transferring the vehicles covered by this scope.
- With UTT, the fuel expenses of 8 million vehicles will be electronically monitored, preventing at least 15 billion TL of unregistered transactions annually.
- Currently, 4,000 technicians are installing equipment in vehicles at 1,500 TTB installation stations across the country. In the equipment preparations at fuel stations, 450 technical services and 2,000 personnel are involved.
- The number of registered stations in the system has exceeded 4,000 in recent weeks, and TTB orders have surpassed 1.1 million. With the new regulation, it is expected that TTB orders will reach 2 million and the number of registered stations will exceed 8,000 by the end of the year.
