The Deputy Minister of Foreign Affairs, Prof. Dr. Burhanettin Duran, has been appointed as the head of the Presidency's Directorate of Communications, replacing Fahrettin Altun. Altun has been appointed as the President of the Turkish Human Rights and Equality Institution, and the appointment decisions were published in the Official Gazette with the signature of President Erdoğan.

Accordingly, Fahrettin Altun, the President's Communication Director, has been appointed to the Turkish Human Rights and Equality Institution (TİHEK).

Burhanettin Duran, the Deputy Minister of Foreign Affairs, has been appointed to the Communication Directorate, which was vacated by Altun.

With the decision, Muhammet Ecevit Carti has also been appointed as the Second President of the Turkish Human Rights and Equality Institution. The members of the board include; Dilek Ertürk, Fatma Çınar, Erol Gökdöl, Melahat Demir Aydın, Selma Öztürk Pınar, Tayyip Uçar, Evren Başar, Ömer Çelen, and Selami Açan.

WHO IS FAHRETTİN ALTUN?

Fahrettin Altun, a professor of communication sciences, completed his doctoral education at Istanbul University. Having conducted academic studies in the USA for a period, Altun has served as a faculty member, department head, and dean at Istanbul Şehir University, Istanbul Medeniyet University, and Ibn Khaldun University. In addition, he took on the role of General Coordinator of SETA Istanbul.

He has written columns and served as an editor for many printed media outlets and publishing houses such as Sabah, Akşam, Daily Sabah, Kriter, Anlayış, Yöneliş, and Küre. He prepared news and discussion programs for national television channels, primarily TRT 1, TRT 2, and TRT Haber, and has been a guest on numerous programs.

Altun has research interests in Turkish modernization, political communication, and cultural studies, and has authored books such as Modernization Theory (2002) and Turkey as a Stabilizing Power in an Age of Turmoil (2021). Additionally, he contributed as a chapter author and editor to books like Press Freedom in Turkey (2016), The Triumph of Turkish Democracy (2016), Media on July 15 (2017), The Roots of Terror and Counter-Terrorism Strategy (2018), and A New Era in Inter-Societal Communication: From Information Warfare to Disinformation Warfare (2023).

Appointed as the President of the Presidency's Communication Directorate by President Recep Tayyip Erdoğan on July 25, 2018, Altun was appointed as the President of the Turkish Human Rights and Equality Institution (TİHEK) with the presidential decree dated July 10, 2025.

WHO IS BURHANETTİN DURAN?

Burhanettin Duran graduated from Boğaziçi University with a degree in Political Science and International Relations in 1993. He completed his master's and doctoral studies in the Department of Political Science and Public Administration at Bilkent University.

Between 1993 and 2001, he served as a research assistant in the Department of Public Administration at Sakarya University. Later, from 2001 to 2009, he became a faculty member in the Department of International Relations at the same university.

Duran became an associate professor at Sakarya University in 2006 and served as the head of the Department of International Relations from 2006 to 2009. In 2009, he moved to Istanbul Şehir University, where he served as the head of the Department of Political Science and International Relations.

In 2013, Burhanettin Duran was appointed as the general coordinator of SETA's Istanbul branch. He was the first coordinator of SETA's Istanbul office and was later succeeded by Fahrettin Altun. In 2014, Duran moved to Ankara and began serving as the general coordinator of SETA.

With the decision dated May 16, 2024, Duran was appointed as the Deputy Minister of Foreign Affairs, and on July 10, 2025, he became the President of the Presidency's Communication Directorate with the presidential decree published in the Official Gazette.
