The period debt for individual credit cards that are partially or completely unpaid and for personal loans that are overdue by more than 30 days will be restructured with a maximum term of 48 months. A period of 3 months has been given for debt restructuring applications.
An announcement was made by the Banking Regulation and Supervision Agency (BRSA) regarding a coordinated regulatory package for ensuring financial stability and protecting financial consumers.
Individual credit cards with partially or fully unpaid debts and personal loans that are more than 30 days overdue will be restructured with a maximum term of 48 months. The total limits of credit cards held by consumers across all banks that exceed 400,000 TL will be reduced by rates ranging from 50% to 80%. While reducing the card limit, banks will take into account the highest usage rate in the last 12 months. Banks will align credit card limits with the consumer's monthly and annual income by January 1, 2027.
The distinction between first-hand and second-hand housing loans has been removed. Housing built after 2010 that meets the minimum requirement of energy class C will also be included in the scope of advantageous loan rates.
FULL TEXT OF THE DECISION
The details in the information provided by the BRSA are as follows;
In the meeting of the Board dated January 29, 2026, as a result of the examination of the letter dated January 28, 2026, and its annexes with the reference number E-24049440-045.01-179866;
APPLICATION REQUIRED WITHIN 3 MONTHS
A) As of the date of this Decision; if individual credit cards with partially or fully unpaid debts are requested by cardholders within 3 months from the date of the Decision, the debt balances at the time of restructuring (including pending forward transactions) can be restructured for a maximum of forty-eight months,
B) The monthly installment amount of the restructuring will be added to the minimum payment amount of the relevant month,
C) Until fifty percent of the credit card restructuring debt is paid, the limit of the credit cards allocated to the cardholder by the relevant Bank will not be increased,
Ç) If the restructuring amount exceeds the credit card limit, the portion of the restructuring amount that exceeds the card limit will not be considered as an overdraft,
HOW LONG IS THE CREDIT CARD DEBT RESTRUCTURING PERIOD?
2- According to the fourth paragraph of Article 12 of the Regulation on Credit Transactions of Banks and the fifth paragraph of Article 11/A of the Regulation on the Establishment and Operating Principles of Financial Leasing, Factoring, and Financing Companies;
- If personal loans (including credit deposit accounts) that were granted before the date of this Decision and have principal and/or interest payments overdue by more than thirty days are requested by the debtor within 3 months from the date of the Decision, the debt balances at the time of restructuring can be restructured for a maximum of forty-eight months without additional credit being granted…"
