With the resumption of work in the Parliament after the holiday, efforts for the "Terror-Free Turkey" process have accelerated. News.com has obtained striking details regarding the regulations that the public has been eagerly awaiting. The General Directorate of Security Affairs of the Presidency will be assigned for the close monitoring of the process. Additionally, a committee will be formed from representatives of relevant ministries, primarily the MIT Presidency, Ministry of National Defense, Ministry of Interior, and Ministry of Justice.
With the Parliament resuming its work after the Ramadan Feast, attention turned to the latest statements of President Recep Tayyip Erdoğan and the "Terror-Free Turkey" laws mentioned by MHP Leader Devlet Bahçeli in his group meeting. Details regarding potential regulations that could be included in the law were obtained by Haberler.com Ankara Representative Şerife Güzel.
A COMMITTEE WILL FOLLOW THE PROCESS
According to initial information, the General Directorate of Security Affairs of the Presidency will play an important role in the process. A special committee will be established for the close monitoring of the process.
ALL PARTIES ARE WORKING ON LEGAL REGULATIONS
While all parties are working on potential legal regulations within their own structures, it is stated that the final shape of these works can be given by the deputy group chairpersons appointed by the parties for the commission, under the coordination of the Speaker of the Parliament, Numan Kurtulmuş. Commission members express that efforts will be made to have all parties' signatures under the proposed legislation, and if this is not possible, the parties may submit their own proposals.
THE LAW WILL AIM FOR SOCIAL INTEGRATION
Alternative draft texts are being worked on in line with the recommendations in the report of the commission established in the Parliament. Legal regulations will be aimed at ending terrorism and violence and creating a legal ground for social integration.
FAMILIES OF MARTYRS WILL NOT BE HURT
The regulations being worked on are designed in a way that will not lead to any misunderstandings that could hurt the families of martyrs and veterans. Care is taken to ensure that the regulations do not create a perception of impunity or amnesty that could disturb the public conscience.
THE SURRENDER OF WEAPONS IS A RED LINE
Objectively determining that the terrorist organization has completely surrendered its weapons constitutes the most important point of focus. It is anticipated that the process of implementing the laws will be monitored by the General Directorate of Security Affairs of the Presidency.
WHICH UNITS WILL BE IN THE COMMITTEE?
A committee is planned to be established. It is expected that representatives from relevant ministries, primarily the MIT Presidency, Ministry of National Defense, Ministry of Interior, and Ministry of Justice, will be included in the committee, which will play a critical role.
THE PENAL SYSTEM WILL CHANGE
The regulation that will form the legal framework of the process is aimed to be carried out in parallel with the regulations in the penal execution system. Instead of imprisonment, long-term legal supervision processes are being emphasized. However, it is planned that these supervision processes will be tied to strict conditions. Those who commit new crimes or participate in organizational activities during this process will serve their full sentences.
Objective determinations regarding the surrender of weapons by terrorist elements will be the basis for the operations to be carried out within the framework of legal regulations.
A SOCIAL REPAIR PROCESS WILL BE INITIATED
In legal regulations, in addition to the security aspect, social repair processes will also be included.
Reintegrating individuals involved in terrorism into society will also constitute another important pillar of the legal regulations. For this purpose, special programs will be implemented in the fields of education, employment, and rehabilitation. All ministries' units related to this issue will work together.
