The new regulations of the Energy Market Regulatory Authority (EPDK) regarding the fuel and LPG markets have been published in the Official Gazette. UPDATE IN THE PETROLEUM MARKET REGULATION
The Regulation on Amending the Regulation on the Pricing System of the Petroleum Market published by EPDK has come into effect as of today. With this regulation, some expressions related to the petroleum market have been updated, and the term "New Turkish Lira" in the texts has been changed to "Turkish Lira." According to the new regulation, tariff changes can be made a maximum of two times in a calendar year. These changes will be approved either upon the request of license holders or by a decision of the EPDK Board. The approved tariffs will come into effect on the date specified by the Board and will continue to be applied until suspended for any reason.
TARIFF APPLICATIONS AND APPROVAL PROCESS REORGANIZED
Applications for tariff changes will be evaluated considering economic indicators and benchmark tariffs. Tariffs that do not require approval will be valid from the date they are published on EPDK's website and will remain in effect until changed.
EPDK has also clarified the procedures related to the modification of price lists. Accordingly, notifications made in accordance with the provisions of the Energy Market Notification Regulation will come into effect as of the following day.
STANDARD FOR PRICE BOARDS
One of the most notable changes in the regulation is the arrangement regarding price announcement boards at fuel stations. Now, in stations with multiple price boards, the fuel name, price information, writing style, and visuals must be consistent with each other. Thus, boards displaying different prices or visual differences at the same station will be completely removed. According to the transitional provision, compliance with this new application is required by December 31, 2025. By this date, all stations will be required to arrange their boards according to the new rules.
CHANGE IN LPG MARKET REGULATION
EPDK has also published the Regulation on Amending the LPG Market Pricing System Regulation in the Official Gazette. With the new regulation, the principles regarding pricing, tariff announcements, and change processes in the LPG market have been redefined. Accordingly, LPG license holders can request tariff changes a maximum of two times within a calendar year. Applications will be made through EPDK's website and will be evaluated within the framework of economic indicators and benchmark tariffs. The tariffs approved by the Board will come into effect on the specified date and will remain valid until changed.
TARIFFS THAT DISTORT COMPETITION WILL BE REJECTED
Tariffs that do not require approval will be valid from the moment they are published on the website. However, if they contain provisions that distort competition or limit capacity, these applications will be rejected.
NEW OBLIGATION FOR STORAGE COMPANIES
With the new regulation, a new obligation has been imposed on companies holding storage licenses. These companies will be required to submit their offers in accordance with the type tariff document published by EPDK by December 1, 2025. If the submitted offers are not approved, the tariffs will be determined directly by the EPDK Board ex officio.
