Germany has begun preparations for a draft law banning disposable e-cigarettes. Carsten Schneider, Minister for Environment, Climate, Nature Conservation and Nuclear Safety, stated that the draft law, which he said would be submitted to the Federal Parliament this year, justifies the ban due to fire risks.

Germany's Minister for Environment, Climate, Nature Conservation and Nuclear Safety, Carsten Schneider, announced that legislation is being prepared to ban disposable electronic cigarettes.

REASON: FIRE RISK

In a statement following a meeting with state environment ministers in Leipzig, Schneider stated that a bill to ban disposable electronic cigarettes would be submitted to the Federal Parliament this year.

Schneider noted that the prepared bill would prohibit the sale of disposable e-cigarettes in Germany, citing the fire risk caused by these devices as the reason for the ban.

Schneider said that users mostly dispose of disposable e-cigarettes with household waste or recycling bags, which leads to fires at waste disposal facilities.

Schneider noted that this situation threatens the life and property safety of employees and also damages Germany's recycling infrastructure.

REFILLABLE DEVICES EXCLUDED

It was stated that refillable electronic cigarette devices would not be included in the scope of the ban.

According to industry data, Germany's legal electronic cigarette market reached a turnover of approximately 2.4 billion euros in 2025.
