In the latest operation conducted as part of the 'corruption' investigation against the Istanbul Metropolitan Municipality (İBB), the number of suspects detained has reached 34. In the operation targeting 47 addresses, 7 suspects are being sought as fugitives.

The 5th wave operation against the Istanbul Metropolitan Municipality (IMM) was carried out on May 31, 2025. Within the scope of four separate corruption investigations conducted by the Istanbul Chief Public Prosecutor's Office, a detention order was issued for 47 individuals, including mayors, senior executives of IMM, and members of the CHP.

DETENTION ORDER FOR BRIBERY AND IRREGULARITY



In the investigation regarding the corruption allegation against IMM and the suspended detained president Ekrem İmamoğlu, it was claimed that Aykut Erdoğdu, who served as a Member of Parliament in the 24th, 25th, 26th, and 27th terms, acted as an intermediary for the bribe received from the other party of a contract made by IMM's subsidiary İSTAÇ. Additionally, it was alleged that Ali Sukas, General Manager of Ağaç A. Ş., demanded money or vehicles from individuals and companies working for Ağaç A. Ş., and requested money under the name of 'commission' upon the instruction of IMM's upper management, while Veysel Erçevik, Deputy Mayor of Beylikdüzü, was claimed to have obtained material benefits in exchange for granting occupancy permits from contractors working in the region. Detention orders were issued for the suspects for the crimes of 'receiving bribes' and 'irregularity.'

AZIZ İHSAN AKTAŞ TESTIFIED UNDER 'EFFECTIVE REMORSE'



In the investigation regarding the allegation of organizing tender processes by bribing mayors led by the organized crime group managed by Aziz İhsan Aktaş, the suspect Aktaş stated that he wanted to benefit from the provisions of effective remorse and gave testimony on April 30 and May 11. In his statement, suspect Aktaş mentioned that they made 'entitlement' payments to the municipalities from which they received tenders, especially Beşiktaş Municipality, in exchange for material benefits, and that he was forced to give money to mayors and their assistants, and to buy their properties and vehicles at inflated prices, stating that he was coerced into providing money and vehicles for the election campaigns of mayoral candidates in the 2024 local elections, and spoke about politicians, mayors, and their assistants who provided material benefits and individuals connected to them.

As a result of the findings made within the scope of the investigation, detention orders were issued for 27 suspects, including Erdal Celal Aksoy, Deputy Secretary General of IMM, Burak Korzay, General Manager of İsfalt, Hakan Bahçetepe, Mayor of Gaziosmanpaşa, Utku Caner Çaykara, Mayor of Avcılar, Kadir Aydar, Mayor of Ceyhan, Oya Tekin, Mayor of Seyhan, Ozan İş, Deputy Mayor of Beşiktaş, and Erhan Daka, Deputy Mayor of Avcılar, for the crimes of 'receiving bribes', 'giving bribes', 'irregularity', and 'interfering with the tender process.'

ALLEGATION OF IRREGULARITY IN THE OCTOBER 29 CELEBRATIONS



In the investigation initiated upon a tip-off regarding the direct procurement made by the Beşiktaş Municipality's Culture and Social Affairs Directorate for the October 29 celebrations in 2019, it was alleged that Deputy Mayor of Beşiktaş Alican Abacı, currently Deputy Mayor of Avcılar, along with Mehmet Mandacı, who was the Culture and Social Affairs Director at the time, and Rıza Can Özdemir, Deputy Mayor of Büyükçekmece, took the job under a front company that did not have the qualifications to obtain the job, and engaged in a series of irregular transactions that caused public harm.

INVESTIGATION INTO THE BIGÇEKMECE MUNICIPALITY

As part of the corruption investigation against İBB, an investigation was initiated after some suspects made various allegations against Büyükçekmece Mayor Hasan Akgün. It is claimed that the Mayor and officials forced construction companies operating in the district to make donations or sponsorships to villas, apartments, or the so-called 'Büyükçekmece basketball team' during the construction permit and occupancy permit process. It was alleged that they did not grant construction and occupancy permits to business owners who refused these demands. Some business owners were reportedly forced to accept the demands of municipal officials due to the pressure they faced. In the heavily constructed area of Büyükçekmece, it was claimed that Mayor Akgün's relatives managed excavation works in the district, profiting by dumping excavated materials in illegal areas and exerting influence. A detention order has been issued for 5 suspects, including Büyükçekmece Mayor Hasan Akgün and Deputy Mayor Ömer Kazancı. It has been learned that search, seizure, and detention operations are ongoing for a total of 47 suspects who have been issued detention orders.
