Ankara Metropolitan Mayor Mansur Yavaş, who announced that he would not participate in the primary election to determine the presidential candidate of the CHP, stated, "A parliamentary system must definitely be in place. In a survey I received yesterday, 67% of respondents said 'let's return to the parliamentary system.'"

ABB President Mansur Yavaş attended the 34th Ordinary General Assembly Meeting of the OSTİM Industrialists and Business People Association. Speaking to industrialists and business people at the meeting held in the OSTİM Organized Industrial Zone Conference Hall, Yavaş referred to a survey he received, stating that a transition to a parliamentary system is necessary.

Stating that "we saw what happened when there was no parliamentary system," Yavaş said, "I just mentioned the recent complaints regarding the law. I want to explain why these complaints exist and where the mistake lies as a legal expert and an administrator. Now, a parliamentary system must exist. We have seen what happens when there is no parliamentary system. In a survey I received yesterday, 67% say we should return to a parliamentary system. Because the power of a single person is not enough for anything. Managing alone, with all the information collected to themselves, would explode if they were a computer. If it were a computer, it couldn't withstand it. I see this in much smaller dimensions compared to government management... Even in Ankara Metropolitan Municipality, many of our tasks are delayed. If they leave it to the personnel to do, if they make a mistake, that mistake costs you... The solution to this is something that should exist in all developed countries around the world. Governments must be transparent. All administrators must be transparent. They must be participatory. They must be accountable. In other words, you will be able to see every job they do in their budgets and programs, and you will be able to hold them accountable," he stated.

Yavaş also mentioned the investigation initiated against Mehmet Ömer Arif Aras, the Chairman of the High Advisory Council (YIK) of the Turkish Industrialists and Business People Association (TÜSİAD), saying, "There are legal principles for banks. We, as a state, have adopted this. It says that the judge will be impartial and independent. But it also says that these impartial and independent people will demonstrate their independence through their actions. In other words, no one should worry that if I fall into the judiciary tomorrow, politics or something else will interfere and affect the judge, and I might not be able to get my rights from here. I say we accepted these rules. Now, where does the problem here originate? Suleyman President has made a statement to the press. First of all, let me say this: No one is above the law. We are shouting this out loud. None of us, including ourselves, are above the law. We want to be judged. Let it come out, let us be acquitted if we have any crime. We are not afraid of anything; we are accountable. Therefore, TÜSİAD is not above the law, nor is it beyond criticism, but TÜSİAD makes a statement. Half an hour later, the prosecutor's office starts to take action, and if this is announced by the pro-government media, it means for everyone; 'Don't speak, friends, no one should speak.' Well, if no one speaks, where will we find the truth? How will we know if no one speaks? They will speak. You can respond more harshly. However, silencing people with the judiciary in the climate created recently really brings the concern that no investment can be made in Turkey anymore. Why are we leaving? Why? Because they are having difficulty understanding. They are right because we have signed the European Convention on Human Rights with them. We said let's work together. This is what I want to convey," he said.

On the other hand, the decision not to enter the primaries does not mean that Mansur Yavaş has given up his candidacy. Yavaş's close circle also firmly denies this claim.
