With the new directive published by the Ministry of Treasury and Finance, the financial rights valid for the second half of 2026 have been finalized. According to the decision closely concerning millions of citizens, the paid military service fee exceeds 472 thousand liras, while the severance pay ceiling has been set at 73,729 TL. Contracted personnel salaries have also been increased by 13.52 percent.
Within the scope of the Circular on Financial and Social Rights published under the signature of Minister of Treasury and Finance Mehmet Şimşek; civil servant salary coefficients, paid military service amount, severance pay ceiling, and contracted personnel salaries valid for the period July 1-December 31, 2026, have been reorganized. The decisions taken directly concern millions of employees, retirees, and military conscripts.
IN EFFECT
With the circular, the financial roadmap for the new period has been drawn for public employees, contracted personnel, public workers, retirees, and citizens who will perform paid military service. The determined new coefficients and rates came into effect as of July 1, 2026.
CIVIL SERVANT SALARY COEFFICIENTS ANNOUNCED
The new coefficients to be applied in accordance with Article 154 of the Civil Servants Law No. 657 have been finalized. These rates, which will serve as the basis for calculating many payment items as well as civil servant salaries, were determined as follows:
- Monthly coefficient: 1.575512
- Base salary coefficient: 25.794915
- Supplementary payment coefficient: 0.499649
PAID MILITARY SERVICE FEE FINALIZED
The finalization of the civil servant monthly coefficient directly affected the paid military service fee. The amounts to be applied for the second half of 2026 were updated and announced:
- Paid military service fee: 472,653 lira 60 kurus
- Additional payment for draft evaders and absentees: 5,514 lira 30 kurus
CONTRACTED PERSONNEL SALARY CEILING AND INCREASE RATES
The base and ceiling salaries of contracted personnel working within the scope of the legislation, as well as their current gross contract salaries, were increased by 13.52 percent. This rate was also reflected in the same way in the base salaries and wages of personnel working in SOEs and organizations under privatization. The new determined ceiling salaries are as follows:
- Ceiling salary for contracted personnel under Decree Law No. 399: 86,231 lira 60 kurus
- Ceiling salary for personnel under Council of Ministers Decision No. 7/15754: 76,873 lira 55 kurus
- Average salary upper limit for personnel under Decision No. 2002/3729: 156,920 lira 53 kurus
SEVERANCE PAY CEILING AND SALARY DIFFERENCES
The severance pay ceiling, closely monitored by employees, has also been updated with the new circular. The annual severance pay ceiling to be applied as of July 1, 2026, was announced as 73,729 lira 87 kurus. Additionally, the net monthly salary, including raises and allowances, of a branch manager at the first grade's first level reached 102,085 lira 23 kurus.
DIFFERENCES TO BE DEPOSITED INTO ACCOUNTS
Meanwhile, it was announced in the circular that the salary and wage differences for the period July 1-July 14, 2026, arising from the entry into force of the new coefficients, will be calculated and paid separately to the beneficiaries.
