New details have emerged in the terrorism investigation conducted against four municipalities affiliated with the CHP. In the investigation targeting those who provided financial support to the terrorist organization DHKP/C, the informant C.B. stated that money was transferred to the terrorist organization from the municipalities of Ataşehir, Maltepe, Sarıyer, and Şişli.
The informant C.B, who confessed in the investigation against those providing financial support to the terrorist organization DHKP/C, stated that between 2014-2016, 400 thousand lira was transferred from Şişli Municipality, 550 thousand lira from Sarıyer Municipality, and 650 thousand lira from Maltepe Municipality, and that the then Deputy Mayor of Ataşehir frequently sent money to a suspect.
RESPONSIBLE FOR THE NEEDS COMMITTEE
In the investigation conducted by the Istanbul Chief Public Prosecutor's Office, new details and the informant's statement were reached. Within the scope of the investigation, it was determined that between 2014-2016, one of the suspects, Doğan Karataştan, was actively involved at a responsible level in the needs committee (İKOM) established to meet the needs of so-called institutions within the terrorist organization DHKP/C and to provide financial support to the organization, and that he was one of the individuals collecting money from institutions and tradesmen for the organization.
It was also determined that one of the suspects, former Deputy Mayor of Ataşehir, Kalender Özdemir, is currently working at Istanbul Metropolitan Municipality (İBB) according to the Social Security Institution (SGK) records. The informant C.B, whose statement was taken within the scope of the investigation, claimed that the suspect Doğan Karataştan received money from Ataşehir Municipality on behalf of the organization and that Kalender Özdemir frequently sent money to Karataştan.
"SENT MONEY TO THE ORGANIZATION EVERY MONTH"
C.B claimed that Haydar Battal, the former Deputy Mayor of Maltepe and currently an engineer at İBB, sent 1,000 lira every month to the organization through the suspect Mahmut Serdar Kızılay, who was the former Social Affairs Director of Maltepe Municipality during those years.
C.B explained that Battal, who had served as a director in the municipality, provided 2,500 lira monthly financial assistance to the organization until the suspect Zafer Eskiköy was removed from his position, stating, "This person was giving this money to the organization either through Mahmut Serdar Kızılay, who worked in the municipality, or directly to me. Sometimes he would give the money through Doğan Karataştan. He is one of the individuals who collects the money that will be gathered in the municipality's entire bribery pool. In the collective amounts given to the organization, this person has repeatedly told us that he gave from the money he collected from the bribery pool I mentioned above."
THEY COMMUNICATED THEIR NEEDS UNDER THE NAME OF GROUP COMMENT CONCERT TICKETS
The informant C.B stated that through the suspect Mahmut Serdar Kızılay, they met with the suspect Doğan Karataştan, the technical deputy mayor of the municipality, suspect Sinan Çetiz, and his private secretary, suspect Melih Morsünbül, and communicated their needs under the name of Group Comment concert tickets.
C.B explained the allegation of receiving money from Maltepe Municipality on behalf of the terrorist organization as follows:
"At first, they said, 'No, that is too large an amount for us.' We told them that if they give us the money we requested, we would not come back to ask for money again, and they accepted. Within a week, Doğan Karataştan received 300 thousand lira from a person named Serdar Kılıç. We said that Mahir Hüseyin Ulaş Park in Gülsuyu needed to be rebuilt because it was burned by gangs and that materials needed to be purchased for it, and he said to us, 'If we promised, we will do it.' and directed us to Sinan Çetiz. Two months later, Sinan Çetiz delivered 250 thousand lira to Serdar Kılıç. Doğan Karataştan received it from Serdar Kılıç. Apart from the events I have described, we received nearly 100 thousand lira from the municipality in parts of 5-10 thousand lira under the name of concert and picnic tickets. To date, the income obtained by the organization from here is approximately 650 thousand lira. This money has been transferred to the DHKP/C organization."
500 THOUSAND LIRA WAS REQUESTED
C.B also claimed that they requested 500 thousand lira during meetings with Sarıyer Municipality Council Member and Armutlu Muhtar Ali Haydar Arslan in the garden of the Little Armutlu Cemevi, stating, "Money was delivered to Muhtar Ali Haydar Arslan by the municipality. Subsequently, we received the money from him in cash. However, as the process was spread over certain periods, we met many times with Şehnaz Bulut, who is the private secretary of Mayor Şükrü Genç. As a result of the meetings, he expressed that the money would be paid to us and gave us the money. The income obtained by the organization from here is approximately 550 thousand lira."
C.B claimed that approximately 400 thousand lira was transferred from Şişli Municipality to the terrorist organization DHKP/C.
