Within the framework of a draft plan prepared by the Ministry of Environment, Urbanization, and Climate Change, only authorized individuals will be able to take part in site managements. Additionally, the income and expenses of the sites will be audited by independent organizations.

Strict supervision is coming for site managements. The General Directorate of Professional Services, affiliated with the Ministry of Environment, Urbanization, and Climate Change, has completed its preparations for the regulatory framework regarding management companies that will operate in buildings subject to the "Law on Property Ownership No. 634".
According to the new regulation that has come to the forefront in the public regarding the legislative change related to Facility Management Services, companies that will operate in site managements will be classified and certified by the Ministry.
PRIVATE COMPANIES WILL TAKE OVER SITE SERVICES
Companies authorized by the Ministry will ensure the operation and use of common areas such as parking lots, gardens, and social facilities in accordance with permits and projects, in addition to the routine services they provide to property owners and tenants. They will also carry out regular maintenance and inspections of technical equipment such as boiler rooms and elevators to increase energy efficiency and regulate household waste management. They will primarily inform the building management and property owners about deficiencies, necessary actions, and precautions that need to be taken. In case the site managements do not take mandatory measures, they will have the authority to notify the relevant institutions and organizations.
INCOME AND EXPENSES UNDER THE MICROSCOPE
The activities and expenditures of the buildings managed by these companies will be examined by independent audit firms authorized by the Ministry. These audits will be mandatory to be conducted at least once a year, and property owners can request additional audits if they wish. Additionally, an electronic software system will be created and made available by the Ministry to allow property owners to easily access information and documents regarding the management of their buildings.
TO BE SUBMITTED FOR THE MINISTER'S APPROVAL
The regulatory framework will be opened for the opinions of the relevant institutions and will take its final form after the evaluations received. The regulation will then be submitted to the Minister of Environment, Urbanization, and Climate Change, Murat Kurum.
