The regulation that proposed a flat increase for high-level bureaucrats was withdrawn due to the backlash over the exclusion of provincial officials. Former AK Party deputy Şamil Tayyar stated that President Erdoğan intervened by taking public reactions into account, and the regulation was removed from the package.
A new development has occurred regarding the regulation to provide a uniform salary increase for high-ranking bureaucrats. Following public backlash, the regulation has been abandoned. The proposal was removed from the package on the grounds that it would not benefit provincial employees and contradicts the principle of equality.
Actions had been taken for a new regulation concerning the salaries of general directors, department heads, agency heads, provincial directors, inspectors, and specialists referred to as "career professions" working in the public sector. A new development has emerged regarding the regulation that passed through the Parliamentary Planning and Budget Commission.
GREAT PUBLIC REACTION
The proposal for a uniform salary increase, which only covers a small portion of civil servants, was expected to be added to the Tax Package presented to the General Assembly of the Turkish Grand National Assembly after completing the commission stage. While the proposal aimed to prevent qualified personnel from shifting to the private sector, the fact that the regulation did not cover provincial employees led to public backlash for being contrary to the principle of "equality."
PRESIDENT ERDOĞAN INTERVENED
However, the AK Party decided at the last minute not to include the regulation in the package. Former AK Party deputy Şamil Tayyar, who made statements about the development, noted that the regulation was withdrawn following President Recep Tayyip Erdoğan's intervention due to the increasing public reactions.
Tayyar's statement is as follows:
"I would like to convey an important development.
Our President Recep Tayyip Erdoğan took action regarding the public's reactions.
As a result of the evaluations made, the preparation of a comprehensive bill related to the public personnel regime and bringing it to the parliamentary agenda within this year has gained importance.
In this context, it is considered that the proposal for a uniform salary increase for specialists and managers with career profession status will be withdrawn with a motion to be presented in the upcoming General Assembly.
I believe this is the right approach.
Because there is a need for a permanent and comprehensive reform that will ensure job peace, salary equity, and efficiency, rather than a temporary solution."
