Retirement pension calculation is changing! Preparations affecting millions of employees

01.11.2026 12:30

The Ministry of Labour and Social Security is preparing comprehensive regulations in the social security system within the scope of the 2027 Presidency Annual Program. The pension calculation system, through which retirement pensions are calculated, will be reorganized to encourage people to work for longer periods. The program also includes the establishment of care insurance for elderly care services and the development of microinsurance programs for low-income groups.

A new regulatory process is beginning to expand the scope of the social security system, make it more fair and effective, and strengthen its long-term financial sustainability. Steps encouraging employees to remain in employment longer are at the center of the regulations.

PENSION CALCULATION SYSTEM TO BE REDESIGNED

According to the 2027 Presidential Annual Program, the financial sustainability of the social security system will be strengthened through regulations prioritizing fairness and actuarial balance. The pension calculation system, which calculates the pension to be granted in retirement, will be redesigned in a way that encourages people to remain in employment longer and does not impose a financial burden.

Joint work will be carried out among the Ministry of Labor and Social Security, the Ministry of Treasury and Finance, the Presidency of Strategy and Budget, and the Social Security Institution (SGK) to determine reform areas.

ADAPTATION TO FLEXIBLE WORKING MODELS

The compatibility of social security practices with flexible working models, especially part-time work, will be increased. In this context, work will be carried out to ensure the adaptation of models such as short-time work, working from home, and hybrid work to the social security system.

MICROINSURANCE PROGRAMS TO BE DEVELOPED

Special social insurance programs will be established for groups such as low-income tradespeople, craftspeople, farmers, and seasonal workers. Microinsurance programs will be developed for groups that are currently not covered by the system.

CARE INSURANCE TO BE ESTABLISHED FOR ELDERLY CARE

In order to reduce the effects of population aging on the social security system, care insurance and vocational rehabilitation practices will be implemented. Care insurance will be established to finance elderly care services.

SINGLE PLATFORM FOR EMPLOYERS

Employers will be able to access all transactions and procedures they carry out with the SGK through a single platform. Work to expand the scope of the "Easy Employer" application will also be completed.

EMPLOYMENT INCENTIVES TO BE REVIEWED

Employment incentives will be reviewed and the quality of service delivery will be increased in order to give the social security system a simple and effective structure.

SMS WARNING FOR INSURED PERSONS WHOSE PREMIUMS DECREASE

Risk-oriented and screening-based inspection and guidance activities will be carried out for sectors and workplaces. A warning will be sent by text message to insured persons whose earnings subject to premium decrease by more than 20 percent compared with the previous month.

It is also aimed to make pharmaceutical and treatment expenditures more efficient, taking into account predictability and sustainability in health services.
