Administrative fines imposed as part of the APP (non-standard) license plate inspections, initiated on February 27 under the instruction of Interior Minister Mustafa Çiftçi, have been canceled. License plates printed and sealed by TŞOF and given to citizens will not be subject to penal action, even if they do not comply with the standards specified in the law, as per Minister Çiftçi's directive.

According to information obtained from sources at the Ministry of Interior, the regulation containing penal sanctions for the use of APP (non-standard) license plates has come to the agenda within the scope of the omnibus law amendment, which foresees an increase in the amount of administrative fines applied to the act of "using license plates that do not comply with the qualifications or measurements specified in the regulation" as stated in Article 23 of the Highway Traffic Law.

MINISTER ÇİFTÇİ GAVE INSTRUCTIONS, FINES WERE CANCELLED

Following the congestion and queue formation during the license plate change procedures, inspections will be carried out in accordance with the instructions of Minister Çiftçi until April 1, 2026, in the form of guidance and information activities. Additionally, fines imposed since February 27 have been cancelled upon the instruction of Minister Çiftçi.

License plates printed and sealed by the authorized organization, the Turkish Drivers and Automobile Association (TŞOF), will not be subject to penal action even if they do not comply with the standards specified in the law. Only if a citizen makes additions or changes to the license plate after receiving the plate printed and sealed by the authorized organization, an administrative fine of 4,000 lira will be applied.

For those using unofficial, counterfeit license plates obtained from places that print plates without authorization other than TŞOF, an administrative fine of 140,000 lira will continue to be applied. Authorities stated that this is an important necessity in terms of maintaining public order and ensuring the safety of citizens, especially in the fight against crimes such as drug trafficking, human smuggling, and terrorism, which is the clear aim of the law.
