Work on the municipalities law, which President Erdoğan has frequently mentioned recently, has accelerated.
The AK Party Local Governments Presidency is gathering the opinions of members of parliament who have served in both the administrative and local government sectors as part of the work on the municipalities law. According to the information obtained, warnings have come from parliamentarians regarding municipal companies and the status of villages and neighborhoods.
“PERSONNEL” REGULATION FOR MUNICIPAL COMPANIES
Parliamentarians have requested strict oversight regarding the structures of municipal companies. It was stated that personnel expenses in municipal companies should not exceed a certain percentage of the company's revenue. It was expressed that a provision should be included in the law stating that "the personnel expenses of municipal companies cannot exceed a certain percentage of the company's revenue."
ARE VILLAGES COMING BACK?
Suggestions have been made by parliamentarians that the "village" status, which was abolished in metropolitan areas, could be brought up again in a different structure. It was emphasized that provisions should be introduced to prevent the sale of properties belonging to village legal entities by district mayors. The opinion was conveyed that "if the properties belonging to the village are to be sold, at least the approval of more than half of the residents of the village should be obtained."

It was also brought up that the balance of authority between metropolitan and district municipalities needs to be restructured. Currently, it was noted that the provision of many services by metropolitan municipalities in districts has rendered district municipalities ineffective, and that basic services such as cleaning and asphalting could be entirely left to district municipalities.
STRICT OVERSIGHT ON PLANNING AND EXPENDITURES
The proposal, which AK Party officials are continuing to work on, will also include provisions that impose strict oversight on municipal expenditures and especially on planning issues.
