The Birth Assistance Regulation has been published in the Official Gazette and has come into effect. According to the new regulation, a one-time payment of 5,000 lira will be made for the first child, 1,500 lira per month for the second child, and 5,000 lira per month for the third and subsequent children.

The Birth Assistance Regulation prepared by the Ministry of Family and Social Services has come into effect by being published in the Official Gazette. While new supports and implementation principles are clarified for children born on or after January 1, 2025, the regulation expands financial support for Turkish citizens who give birth.

According to the regulation, a one-time payment of 5,000 lira will be made for the first child, 1,500 lira per month for the second child, and 5,000 lira per month for the third and subsequent children.

THERE ARE 2 CONDITIONS FOR PAYMENTS

Payments will be made through the Social Assistance and Solidarity Promotion Fund without being subject to any taxes or deductions. Applications will be made through e-Government and other channels determined by the ministry. To be eligible for birth assistance, either the mother or father must be a Turkish citizen and reside in Turkey.

WILL REACH 5,000 LIRA PER MONTH

Birth assistance payments for the second and subsequent children will continue until the child reaches the age of 5. Applications for birth assistance can be made within 12 months from the date of birth for the first child, and until the child turns 5 for other children.

BIRTH ASSISTANCE WILL NOT BE SUBJECT TO SEIZURE

Payments made under the regulation for birth assistance cannot be seized in any way. In special cases such as the death of the beneficiary, the child's placement in institutional care, or loss of citizenship, payments may be terminated or continued by a new beneficiary. Individuals who receive birth assistance unjustly by making false declarations will be required to repay these payments with interest. Legal action may also be taken against beneficiaries who fail to fulfill their notification obligations.

APPLICATIONS WILL BE MADE WITHIN 30 DAYS

According to the new regulation, if applications are not made within the first 30 days for children born after January 1, 2025, payments cannot be made retroactively for the month in which the birth occurred. However, support can be received retroactively for applications made within the first 30 days. With this regulation, the old birth assistance regulation dated May 5, 2015, has been repealed. The new system aims to encourage families to have children and to provide economic support to families with children.
