Preparations are beginning for a fundamental change in the salary system of public employees. According to the 2027 Presidential Annual Program, the remuneration system in the public sector will be simplified, and salaries will be reorganized according to the difficulty level of duties and the level of authority and responsibility. The implementation timetable of the regulation, which concerns approximately 5.4 million public personnel, has not yet been clarified.

Important goals regarding the remuneration system for public personnel were included in the 2027 Presidential Annual Program.

Accordingly, new criteria will be taken as a basis in determining the salaries of public employees. By simplifying the current system, the difficulty level of the work performed, the personnel's authorities, and the responsibilities they assume will be decisive in remuneration.

CONCERNS 5.4 MILLION PUBLIC PERSONNEL

According to the data in the program, approximately 5 million 400 thousand personnel work in the public sector. Of these, 3 million 582 thousand are permanent staff.

In the public sector, there are also more than 1 million 267 thousand workers, approximately 420 thousand contracted personnel, and about 148 thousand people working under other statuses.

In current practice, the wages of permanent civil servants, contracted personnel, and public workers are determined according to different legislation and payment principles.

SALARIES WILL BE DETERMINED ACCORDING TO DUTY AND RESPONSIBILITY

Within the scope of the new regulation, the remuneration systems of all public personnel employed under different statuses will be analyzed.

A simpler remuneration model will be created by taking into account personnel's title, field of duty, and level of authority and responsibility.

Public personnel legislation will also be revisited in line with existing statuses and classification criteria.

REGULATIONS WILL ALSO BE MADE FOR CAREER PROFESSIONAL PERSONNEL

Within the scope of the program, legislative work will also be carried out regarding the fields of duty, appointment processes, and conditions for promotion in the profession for career professional personnel.

With this regulation, it is aimed to ensure that qualified and trained personnel continue to work in public institutions.

THE REGULATION WILL BE CARRIED OUT BY 4 INSTITUTIONS

Work on the new remuneration system will be carried out by the General Secretariat of the Presidency, the Ministry of Labor and Social Security, the Ministry of Treasury and Finance, and the Presidency of Strategy and Budget.

It has not yet been announced how much salaries will change, which personnel groups will be affected and how, and when the new system will begin to be implemented.
