CHP Group Deputy Chairman Murat Emir made a statement to the press after Bayraktutan submitted his candidacy application to the Secretary General of the Grand National Assembly, Talip Uzun. Emir stated, "Our candidate for the Speaker of the Grand National Assembly for the 28th Term Second Session will be our Artvin Deputy Uğur Bayraktutan." He reminded that Bayraktutan had taken office as the Administrator of the Grand National Assembly during the First Session of the 28th Legislative Term.
"HE HAS A SIGNIFICANT CHANCE TO WIN THE SPEAKERSHIP"
Emir stated, "With his democratic personality, constructive attitudes, sense of justice, and experience, he has earned the respect and trust not only of CHP deputies but also of all deputies and Assembly staff. Therefore, we believe he will receive the highest level of support possible and has a significant chance to win the Speakership in the third round. We hope that at least in the third round, when the candidates in the first two places remain, and the candidates from other parties withdraw from the election as required by the Constitution, the deputies from other parties will support Mr. Uğur Bayraktutan, and our new Speaker will be Mr. Uğur Bayraktutan." he said.

In response to a journalist's question about whether Bayraktutan would start his support tours, Emir replied, "Tomorrow he will personally visit all the parties with groups and other deputies, will ask for support, and has already started working to ensure the broadest possible unity."
WHO IS UĞUR BAYRAKTUTAN?
He was born on February 25, 1965, in Artvin. His father's name is Remzi, and his mother's name is Yaşar. He is a lawyer; he graduated from Ankara University Faculty of Law. He practiced as a freelance lawyer in Artvin.
He served as a member of the Founders Board of the Atatürkist Thought Association in Artvin and as a member of the Board of Directors of the Artvin Bar Association. He held positions as the Deputy Chairman of the SHP Artvin Provincial Organization, Chairman of the SHP Artvin Provincial Disciplinary Board, member of the CHP Artvin Central District Board of Directors, Chairman of the CHP Artvin Provincial Disciplinary Board, Chairman of the CHP Artvin Provincial Election Committee, member of the CHP Artvin Provincial Board of Directors, and Chairman of the CHP Artvin Provincial Organization.
He resigned from the position of CHP Artvin Provincial Chairman, which he held since August 17, 2003, for the parliamentary elections on June 12, 2011. He was elected as the CHP Deputy of Artvin in the 24th, 25th, 26th, and 27th terms.
In the Grand National Assembly; he served as a member of the Turkish Group of the Black Sea Economic Cooperation Parliamentary Assembly (BSEC PA) and as a member of the Constitution Committee during the 24th, 25th, and 26th terms. In the 27th term, he is a member of the National Defense Committee and has been a member of the PARLATINO Turkish Group since January 2022. He has also been serving as the Chairman of the CHP High Disciplinary Board since 2014. He is married and has two children.
