The Ministry of Trade announced that it has transitioned to the New Computerized Transit System (NCTS) Phase 5 for national and common transit operations in customs systems. It was stated that the new version of the NCTS will greatly facilitate export operations in the European geography.

The Ministry of Trade announced that it has transitioned to the European Union (EU) integrated New Computerized Transit System (NCTS) Phase 5 application used in national and common transit operations in customs systems.



In a written statement from the Ministry, it was stated, "As the Republic of Turkey, we are using the NCTS in the transport operations under the provisions of the Common Transit Agreement, which was signed on December 1, 2012, with the other contracting parties being the EU, the member countries of the European Free Trade Association (EFTA), the United Kingdom, North Macedonia, Serbia, and Ukraine. Under the provisions of the aforementioned Agreement, it is mandatory for countries to transition to the current version of the NCTS within a specific timeline, and the final transition date for all contracting countries has been set as December 1, 2024. In this context, the NCTS Phase 5 application has been implemented in our customs on November 17, 2024," it was stated.



It was noted that the NCTS allows for the transportation of goods under the common transit regime with a single declaration and a single guarantee, particularly aimed at the European geography, which has the largest share in Turkey's exports. "Additionally, the current version of the NCTS system, NCTS Phase 5, which is also used in national transit operations, replaces the currently used NCTS Phase 4 and brings various improvements; it has been implemented in our country's customs on November 17, 2024. Following our country, France and North Macedonia will also transition to the NCTS Phase 5 version in the coming weeks. In this context, prior to the transition to the NCTS Phase 5 version in our country, written and visual materials were prepared for all stakeholders, and necessary training and awareness activities were organized, ensuring that all parties, including the relevant countries, were informed about the matter. Compared to the previous version of the NCTS, the Phase 5 version has a significantly different structure in terms of electronic message contents and system architecture, necessitating a disruption in the customs systems under the Ministry of Trade; this has created a need for compliance among all parties using the system. During this transition process, the use of alternative declaration methods related to the transit regime has been facilitated, allowing operations to continue. Currently, the customs systems of the Ministry of Trade are actively functioning nationwide, and the issues reported to our Ministry during this process are being handled meticulously; comprehensive support is being provided by the Ministry of Trade teams to all stakeholders, both technically and administratively," it was stated.
