IT WILL COVER REAL AND LEGAL PERSONS OPERATING IN CYBERSPACE AND ORGANIZATIONS WITHOUT LEGAL PERSONALITY
The enacted proposal regulates the principles for the establishment of the Cyber Security Board and sets a general framework regarding the scope of the law. The regulation will cover public institutions and organizations operating, providing services in cyberspace, professional organizations with the nature of public institutions, real and legal persons, and organizations without legal personality. Activities conducted under the Police Duty and Authority Law and the Gendarmerie Organization, Duties, and Authorities Law, as well as activities carried out under the State Intelligence Services and National Intelligence Organization Law, are excluded from the scope of the law.
CREATING A SAFE CYBERSPACE WILL BE A PRIMARY GOAL
Accordingly, cyber security will be an integral part of national security. The protection of critical infrastructure and information systems and the creation of a secure cyberspace will be the primary goal. Efforts related to cyber security will be carried out based on institutionalism, continuity, and sustainability. The implementation of cyber security measures throughout the entire life cycle of services and products will be essential.
ACCOUNTABILITY WILL BE ESSENTIAL
In efforts to ensure cyber security, domestic and national products will be preferred primarily. All public institutions and organizations, as well as real and legal persons, will be held responsible for the implementation of necessary measures to execute cyber security policies and strategies and to prevent or mitigate the effects of cyber attacks. Accountability will be essential in the execution of cyber security processes.
THE DUTIES OF THE CYBER SECURITY DIRECTORATE
The duties of the Cyber Security Directorate are also defined. In addition to the duties specified in the relevant legislation, the Cyber Security Directorate will carry out activities to increase the cyber resilience of critical infrastructures and information systems, protect against cyber attacks, detect cyber attacks that have occurred, prevent potential attacks, and mitigate or eliminate their effects.
