A regulation proposing a maximum limit of 25.49% for increases in housing fees has been submitted to the Turkish Grand National Assembly. Before the regulation became official, some site managements raised the fees by 35 to 55 percent under the name of "emergency meeting."
The regulation that will impose an upper limit on housing maintenance fee increases has been prepared by the Ministry of Environment, Urbanization and Climate Change and submitted to the Grand National Assembly of Turkey. According to the proposal, the increase in fees can be at most equal to the revaluation rate.
APPROVAL REQUIRED WITHIN THREE MONTHS
According to the regulation, if a desire to make an increase exceeding the upper limit arises, site managements will need to hold a meeting within three months to obtain the approval of the property owners. Thus, the consent of the owners will become a prerequisite for high rate increases.
INCREASE BEFORE THE REGULATION IS PASSED
According to a report on NTV; after the proposal was submitted to the Assembly, some site managements have already determined the maintenance fee amounts through emergency meetings. Allegedly, in some sites, the increase rates have risen to between 35% and 55%.
UPPER LIMIT 25.49%
The revaluation rate that will be taken as the basis for the upper limit of the increase has been announced as 25.49% for the year 2026. It was stated that if the proposal becomes law, the implementation will not be retroactive, while experts noted that property owners have the right to appeal against exorbitant increases.

Real estate lawyer Ali Güvenç Kiraz stated that high rate increases could be considered as opportunism, saying, "The manager cannot determine the maintenance fee according to his own mind. He cannot reflect this to the owners."
