The first proposal was made during the negotiations for the Public Collective Labor Agreement Framework Protocol, which will determine the wage increase for approximately 600,000 workers in the public sector. The proposal from TÜHİS, representing the employers, was a 16% increase for the first six months and an 8% increase for the second six months. After the meeting, Ramazan Ağar, the Vice President of TÜRK-İŞ, described the proposal as a "disappointment" in front of the cameras.
The negotiations for the 2025 Public Collective Labor Agreement Framework Protocol, which concerns approximately 600,000 workers employed in public institutions such as highways, railways, power plants, ministries, universities, and hospitals, are ongoing. The first wage proposal has been announced during the negotiations.

For 2026, a proposal of a 7% increase for the first 6 months and a 5% increase for the second 6 months was presented.
"WE ARE WAITING FOR THE SECOND OFFER"
TÜRK-İŞ Vice President Ramazan Ağar stated in his first remarks on the subject, "The offer made has disappointed us. It is not possible for us to accept this offer. We are waiting for the second offer."
Ağar continued his statement, saying, "The offer made is far from meeting the expectations of the workers. It has disappointed us. It is not possible for us to accept this. Mediation and strike processes are ahead of us. I call on the Minister: You must present a second offer as soon as possible. Otherwise, we will exercise our legal rights. The cause of inflation is not the wages of workers and civil servants. It is unfair to link these wages to inflation!"
"MINIMUM WAGE IS OUR RED LINE"
HAK-İŞ Vice President Halil Çukutli added that no proposal regarding the minimum wage has been presented, stating, "In fact, one of the most important items is the minimum wage, which is very important and valuable for us. We had requested a minimum wage of 1,800 TL. However, they have not made any proposal regarding that, which is a red line for us. Because some of our institutions are quite behind. At least for the sake of equality and to restore the fair system from two years ago, it is important for us. We are definitely waiting for a proposal regarding that."
MINISTER IŞIKHAN HAD INDICATED AFTER THE HOLIDAY
Minister of Labor and Social Security Vedat Işıkhan had previously stated that the first offer would be presented after the Eid al-Adha holiday.
DEMAND FOR A 50% INCREASE AND WELFARE SHARE
In the draft prepared jointly by TÜRK-İŞ and HAK-İŞ, it is requested that the daily minimum wage be raised to 1,800 TL, and after this increase, a 50% increase for the first six months of 2025, and a 25% increase for the following two periods, as well as a 10% welfare share be provided.
