The Minister of Transport and Infrastructure, Abdulkadir Uraloğlu, emphasized that the global artificial intelligence market size exceeds 638 billion dollars. He stated that Turkey ranks 6th in Europe and 11th in the world in the Global Cybersecurity Index.

The Minister of Transport and Infrastructure, Abdulkadir Uraloğlu, stated that they closely monitor accounts, websites, and all content containing propaganda in favor of terrorist organizations such as PKK, PYD, and FETÖ, and that they have imposed access restrictions. He said, "We have imposed access restrictions on 119 terrorist sympathizer accounts. Just as our heroic security forces do not allow terrorism to take root on our homeland, we do not allow terrorist accounts to operate in the digital world with the same determination. We will never compromise on this determination."

Uraloğlu emphasized the importance of the summit organized by the Independent Industrialists and Businessmen's Association (MÜSİAD) titled "Cyber Power Turkey 2024," stating that technological development and digital transformation are rapidly changing many areas of life.

ISRAEL'S CYBER ATTACK HAS DRAWN THE ATTENTION OF THE WHOLE WORLD TO THIS FIELD

Pointing out that there is a new way of life called the Internet of Things created by internet-connected devices, Uraloğlu said, "We are making money transfers through internet banking, paying our bills, and shopping through e-commerce sites."

Uraloğlu expressed that Israel's cyber-terror attacks conducted through pagers and radios in Lebanon have once again highlighted the importance of cybersecurity for all countries, stating, "Moreover, cyber attacks have now become a serious threat faced not only by large companies or states but also by organizations of all sizes and even individuals."

TRADITIONAL METHODS ARE INSUFFICIENT AGAINST CYBER ATTACKS

Uraloğlu pointed out that the transfer of all kinds of information to electronic environments and the intensive use of internet applications in critical infrastructures have also brought security breaches. He stated, "Today, strong encryption methods, firewalls, continuously updated software, and conscious users are the fundamental components of cybersecurity. However, unfortunately, as the complexity and frequency of cyber attacks increase, traditional security methods alone are not sufficient. A computer worth a few thousand dollars threatens your systems worth millions or even billions of dollars. The importance of work in these areas is increasing against evolving threats, and innovative security measures need to be developed against these threats."

ARTIFICIAL INTELLIGENCE IS THE NEW WEAPON OF CYBERSECURITY

Uraloğlu indicated that artificial intelligence has emerged as the new weapon of cybersecurity, stating, "We can think of artificial intelligence as a digital brain. This digital brain analyzes complex data, opening up new horizons for humanity. Look, 83% of global companies believe that using artificial intelligence in their business strategies is an important priority."

Pointing out that the size of the global artificial intelligence market is over 638 billion dollars today, Minister Uraloğlu stated that it is expected to exceed 3 trillion 680 billion dollars with a compound growth rate of 19.1% by 2034.

Uraloğlu emphasized the need to take a larger share of this massive pie, stating, "Countries that accurately identify the needs of the future are in fierce competition to get ahead in the information technology sector. Because those who hold and implement innovative ideas will be the winners of tomorrow. At this point, not only the state but also the private sector needs to invest in information technology."

"ELIMINATING THREATS BEFORE THEY GROW"

Uraloğlu stated that each new cyber attack strengthens defense mechanisms and makes them more resilient against new generation threats, saying: "Thus, cybersecurity systems continuously renew themselves, staying one step ahead of their adversaries. Artificial intelligence analyzes millions of events, instantly detecting anomalies. For example, it recognizes the behavior of a hacker or the structure of a created virus as if it were a detective, and thus can neutralize threats before they grow. Additionally, by automating monotonous and time-consuming tasks, it allows cybersecurity experts to focus on more strategic issues. This way, cybersecurity teams can use their limited resources most efficiently. For instance, a bank can detect an unusual transaction of its customers instantly through artificial intelligence, preventing a major fraud."

"ARTIFICIAL INTELLIGENCE HAS STARTED A NEW ERA IN THE WORLD OF CYBERSECURITY"

Abdulkadir Uraloğlu pointed out that artificial intelligence has started a new era in the world of cybersecurity, stating that it brings together different data like a conductor, creating a fascinating symphony, and that artificial intelligence and cybersecurity applications are stronger together.

Uraloğlu stated that cybersecurity experts and relevant organizations can make the digital world safer by using artificial intelligence technologies, saying, "Although we are known as a ministry that builds roads, bridges, airports, and railway lines, we are also the ministry that ensures the security of our country in the digital realm. Through our National Cyber Incident Response Center, known as USOM, which is affiliated with our ministry, we are conducting effective combat against cyber threats by establishing collaborations at national and international levels with Cyber Incident Response Teams, or SOME. We are protecting our country's cyber borders with 7,912 cybersecurity experts working in 14 sectoral and 2,309 institutional SOMEs under the coordination of USOM."

AZAD AND HURRICANE PLAY IMPORTANT ROLES

Uraloğlu stated that Turkey has been benefiting from artificial intelligence applications for a long time, saying, "With the Hunter application, we detect systems infected with malware and command control centers, while with the Azad application, we work on detecting slave computers that have been included in botnets. On the other hand, we carry out vulnerability scanning and monitoring activities regarding the continuity of services for our country's internet-facing resources, especially critical public institutions and important infrastructures, with 'Hurricane.' A total of 131 different 'hurricane' scans are conducted weekly by USOM, scanning 284 different ports for services and vulnerabilities."

AI-POWERED MONITORING OF SOCIAL MEDIA

Minister Uraloğlu noted that USOM can scan approximately 838,112 critical websites in Turkey for threats within 7 hours, and he mentioned that the Atmaca project has prevented risks related to hundreds of vulnerabilities.

Uraloğlu expressed that the Kule software, which works in integration with other projects to deliver identified cybersecurity deficiencies to the relevant individuals more quickly, also makes the work of the 24/7 personnel easier and accelerates the efforts significantly, stating, "With the artificial intelligence developed by USOM, it has been determined that 61,827 domain names were used for phishing aimed at defrauding citizens, and necessary precautions have been taken."

TURKEY RANKS 11TH IN GLOBAL CYBER SECURITY

Recalling that they detected over 109,000 harmful links at the infrastructure level and blocked their access in 2024, Uraloğlu concluded his remarks as follows: "This way, we prevented attacks that could be made against internet users and systems across the country. Today, according to the Global Cyber Security Index prepared by the International Telecommunication Union, our country ranks 6th in Europe and 11th in the world. Along with all this, we are also demonstrating an effective approach in combating terrorist propaganda and illegal content on social media platforms."
