Justice Minister Yılmaz Tunç stated that "Preparations in correctional institutions have been completed within the scope of the 11th Judicial Package, which concerns 50,000 people, and as of today, the procedures for the inmates who will benefit from the regulation have been initiated."
Justice Minister Yılmaz Tunç announced that the release procedures for prisoners who will benefit from the 11th Judicial Package have begun.
Minister Tunç used the following statements in a post on his social media account:
"Within the scope of the 11th Judicial Package, we have implemented the regulation that eliminates inequalities in the penal execution system. As of July 31, 2023, it is ensured that prisoners in closed penal institutions can benefit from the earlier transfer to open penal institutions and supervised release applications, allowing those convicted of crimes committed on or before that date to also benefit. Thus, the differences that arise among prisoners in similar situations based on the date of the crime are eliminated; the principle of equality in execution is strengthened.
In this context, for crimes committed on or before July 31, 2023; the opportunity to be transferred to an open penal institution 3 years earlier and to be granted supervised release 3 years earlier is provided. The main purpose of this regulation is to prevent delays that arise outside the will of the convict during investigation and prosecution processes from resulting in a negative outcome for the individual.
Intentional homicide crimes committed against a direct relative or spouse, ex-spouse, or sibling, child, or against a person who cannot defend themselves physically or mentally, or against a woman, as well as homicides resulting from the collapse, destruction, or damage of buildings or other structures due to earthquakes, crimes against sexual inviolability, terrorism offenses, and crimes committed within the scope of organized activities are excluded from this regulation.
