It has been reached to the statement of Ali Ayçiçek, the former Head of Real Estate Management of the Istanbul Metropolitan Municipality (IMM), who was detained as part of the corruption investigation initiated against IMM by the Istanbul Chief Public Prosecutor's Office.

The corruption investigation against suspects, including Ekrem İmamoğlu, who was suspended from his position as the Mayor of IMM after his arrest, continues for charges of "being a leader of a criminal organization," "being a member of a criminal organization," "embezzlement," "bribery," "qualified fraud," "illegally obtaining personal data," and "interfering with a tender."

MONTHLY INCOME OF 200 THOUSAND LIRA

Ali Ayçiçek, the former Head of Real Estate Management of IMM, who was detained as part of the investigation, gave a 72-page statement at the police station. In his statement, Ayçiçek mentioned that he served as the Head of Real Estate Management of IMM between July 24, 2020, and April 18, 2022, and stated that he has been working as an inspector in the IMM Inspection Board since March 18, 2025, with a monthly income of 200 thousand lira.

NOTABLE WHATSAPP CONVERSATIONS

Ayçiçek was asked about allegations that irregularities occurred in the billboard, advertising, and panel tenders given to some private companies by the IMM subsidiary Culture and Media Inc., that irregular payments were made for non-existent advertising jobs, that unlawful ecrimisils were collected, and that the public was caused millions of lira in damages through these methods. Ayçiçek, who claimed that he had no connection or relation with the subsidiaries of Culture and Media Inc., asserted that the tenders in question were not related to the period he served. He noted that the issue of compliance of advertising practices with specifications and contracts was not within the authority and responsibility of the Real Estate Management Department.

During the operation, it was determined that Ayçiçek was a member of a WhatsApp group called "Enderun," and he was questioned about the messages he sent to this group.

"MAHO IS VERY DANGEROUS, HE CAN SELL THE WORLD"

The messages included the following statements:

"They have attributed too much importance to M. Abbas. He was a child who didn't know his job. I don't think he has anything to confess, but Maho is very dangerous. He can sell the world. As I said, giving so many tenders to a company set up by an employee, a child, and then transferring it to İmamoğlu Construction, I think it was with the surname Ceylan. The 3 villa incident and the name Adem Soytekin. The man was a penniless one, now he is among the very rich contractors. They will take Murat Ongun first. They were doing it too, we should stop saying why there is a problem when we do it, and it became necessary to enforce the laws. Actually, isn't this exactly what we want?"

"DEFENSE FOR HUMOROUS PURPOSES"

Ayçiçek explained that these conversations took place in a group established through the WhatsApp application, in which he was also included, stating, "The WhatsApp group in question is a group that my friends, with whom I have worked as inspectors for 18 years, are members of. My friends in this group shared the posts they saw on social media in this WhatsApp group. In response, I commented on some issues. These conversations are discussions we had among ourselves for humorous purposes."

Stating that he spent most of his term as an inspector and that he is a 24-year public servant, Ayçiçek declared, "During this period, I have never received any punishment, not even the slightest warning. I always try to perform my duty properly. My only aim is to provide a benefit to our state and nation. Because I feel indebted to this state and nation."
