The Supreme Election Council accepted the objections of the CHP regarding the decisions of the district election boards in Istanbul and annulled the decisions stating that congresses could not be held. Thus, the congress process of the CHP in the 14 districts of Istanbul will continue from where it left off. On the other hand, the objection made by the CHP regarding the decision taken about the provincial administration was rejected.

YSK ACCEPTED THE OBJECTIONS
The Supreme Election Council evaluated the objections of the CHP and annulled the decisions of the district election councils in Sarıyer, Tuzla, Bakırköy, Başakşehir, and Ataşehir to suspend the congresses. All objections made for the 5 districts, as well as Küçükçekmece, Sancaktepe, Bayrampaşa, Esenyurt, Çekmeköy, Avcılar, Beylikdüzü, Kartal, and Zeytinburnu, were also accepted. Thus, the legal obstacles in front of the ordinary congresses in these districts have been removed.
REJECTION OF THE OBJECTION TO THE CANCELLATION OF THE PROVINCIAL CONGRESS
On the other hand, the objection made by the CHP regarding the decision taken about the provincial administration was rejected by the council. YSK President Ahmet Yener stated in a press release: "Our council evaluated the objection made by the CHP. As a result of the meeting, the decisions to suspend the congress process initiated by the district election councils of Sarıyer, Tuzla, Bakırköy, Başakşehir, and Ataşehir have been lifted due to 'complete unlawfulness.' It has been decided that the congresses will continue from where they left off. The objection made by the CHP regarding the decision taken about the provincial administration has been rejected as a result of the council meeting."
WHAT HAPPENED?
The congress process in the CHP's Istanbul organization was disrupted due to a judicial process that began last year. As a result of the lawsuit filed for the cancellation of the CHP Istanbul Provincial Congress held on October 8, 2023, the court removed the current Provincial President Özgür Çelik and his administration from office and ruled that former MP Gürsel Tekin should be appointed as a trustee for the Provincial Presidency. The court also decided to suspend the ongoing congress process.
DISTRICT CONGRESSES WERE SUSPENDED ONE AFTER ANOTHER
In line with these decisions, the Ataşehir District Ordinary Congress, planned to be held on September 13, 2025, was suspended by the district election council. Following Ataşehir, the district election councils of Esenyurt, Sarıyer, Bakırköy, and Başakşehir also made similar decisions, resulting in the cancellation of the congresses that the CHP planned to hold in these districts.
CHP APPLIED TO YSK
After these consecutive obstacles, the CHP applied to the YSK, claiming that the process had turned into a political intervention. The party argued that the precautionary measure decision of the Istanbul 45th Civil Court of First Instance dated September 2, 2025, constituted a "legal and practically impossible usurpation of duty." In the petition submitted to the YSK, it was stated that the decisions of the district election council taken based on the aforementioned court decision constituted "complete unlawfulness." The CHP requested the annulment of these decisions and the resumption of the congress process.
