US Senate imposes Iran embargo on Trump: Powers restricted

The resolution, which passed the House of Representatives and then the Senate, is seen as one of the biggest blows to Trump's foreign policy moves.

DEFECTIONS IN THE REPUBLICAN RANKS 

The conflict during the resolution's legislative process, particularly in the House of Representatives, drew attention. Despite a Republican majority, the resolution was adopted with 215 "yes" votes as some members from within the party crossed over to the opposition. The same determination was reflected in the Senate vote. With the decision, Trump cannot deploy the military against Iran unless there is explicit congressional authorization (AUMF) or an imminent threat to the country.

CONGRESS SAID "THE POWER TO DECLARE WAR IS MINE" 

The resolution aims to reinstate the clause in the US Constitution stating, "The power to declare war belongs to Congress, not the president." Adopted in the House of Representatives with 215 "yes" votes against 208 "no" votes, the resolution also cleared the Senate threshold, significantly narrowing the Trump administration's room for maneuver. How the White House will legally respond to the decision remains a matter of curiosity.
