"We blocked it because he did the reinforcement without a permit. It was very hard to block because he had demolished half of the building... If I issue it as compliant for occupancy, our guard will drop at the time of occupancy. When we give the occupancy permit, his job is done. By issuing the occupancy permit, he will relax in court."

Suspect A: "Now he will actually give the occupancy permit. I mentioned a figure off the top of my head; I don't know the truth. It was 80 million dollars, 70-80 million dollars..."
Suspect B: "No, it was 40 million dollars."
Suspect A: "Pity... We actually started with reinforcement. Since it was in a natural protected area, I was going to issue a permit. While sitting and talking with Brother Engin İrfan, he said, 'Let me start directly, get me the number.' I always told them, 'We need to issue a permit, you're doing it wrong, we'll face trouble'..."
