The Ministry of National Education has instructed the provincial directorates of national education in 81 provinces to monitor whether the free textbooks distributed are being used in private schools. Furthermore, the fees for all other services such as meals, breakfast, study sessions, and transportation will be determined and announced by the school, and these services will be included in the student enrollment contracts.
In a letter sent from the General Directorate of Private Education Institutions of the Ministry of National Education to the provincial directorates of national education in 81 provinces, it was reminded that with the change made on January 3 in the Regulation on Private Education Institutions of the Ministry of National Education, new regulations regarding the use of textbooks in private education institutions have been introduced.
NO FEES WILL BE CHARGED UNDER THE NAME OF TEXTBOOK
In line with the regulation that no fees will be charged by schools under the name of textbooks, it was reminded that the use of textbooks distributed free of charge by the Ministry is mandatory in private schools. In addition to the use of free textbooks approved by the Ministry of National Education, it was stated that all fees, including tuition fees, must be determined and announced by the school.
MINISTRY'S INSPECTION INSTRUCTION
The Ministry instructed the provincial directorates of national education to continue the inspections carried out to identify private schools that are negligent in these matters with the same sensitivity in the 2025-2026 academic year and to inform all operating private schools about the issue.
In this context, textbooks other than those approved by the Ministry cannot be used in private schools, and the fees for all other services such as meals, breakfast, study hours, and transportation will be determined and announced by the school, and these services will be included in student registration contracts, and all services offered to parents will need to be documented.
FEES FOR SERVICES WILL BE PAID THROUGH SCHOOL ACCOUNTS
On the other hand, the fees for all services that will be provided through service procurement or directly in private schools will be paid through accounts belonging to the school, in accordance with the provisions of the regulation.
