With the amendments published in the Official Gazette, new provisions have been introduced for electric scooters, including geographical restrictions, data sharing, permit durations, and conditions for domestic production.

The Regulation Amending the Electric Scooter Regulation has been published in the Official Gazette.

AMENDMENT TO THE ELECTRIC SCOOTER REGULATION

Various regulations have been made in the Electric Scooter Regulation. According to the amendments published in the Official Gazette; new provisions have been introduced regarding geographical fencing, data sharing, permit durations, call center obligations, and local production requirements.

With the amendment, the definition of "geographical fencing" has been added to the regulation. Within the scope of geographical fencing, access to certain areas or actions that can be performed in these areas will be restricted through software.

LOCATION OF ANY ACTION OUTSIDE OF RIDING WILL BE REPORTED IN REAL TIME

The obligation for license holders to process the serial, license plate, and ID numbers of e-scooters and their location information into the U-Net system has been strengthened. Accordingly; the location of scooters that have started riding will be reported every 3 minutes, the location of those that have finished riding will be reported within a maximum of 10 minutes, and the location of any action outside of riding will be reported in real time. According to the regulation, businesses will regularly submit accident and complaint data to U-Net every month.

PERMIT DURATION SET TO 2 YEARS

The permit duration granted to e-scooter operators has been set to 2 years. If there is no new application at the end of the period, the permit can be extended for another year, provided that the fee is paid. Businesses will not be able to have more than 130% of the total permitted number of scooters in a district or region (40% during the November-February period).

It has been made mandatory for businesses to have a call center that will provide service 24/7 or a mobile application that will serve the same function. The mobile applications will be required to have interfaces containing information such as scooter location, charging status, estimated range, restricted areas (geographical fencing map), real-time fare information, and carbon footprint comparison.

Businesses will procure at least 30% of the scooters they will operate from local manufacturers certified by the Turkish Standards Institute (TSE) according to the Ministry of Industry and Technology communiqué. This provision will come into effect on July 1, 2026.
