With the new circular published by the Presidency, another significant step has been taken in the fight against violence against women. The Fifth National Action Plan, covering the years 2026-2030, has officially come into effect.

With the signature of President Recep Tayyip Erdoğan, the Presidential General Communiqué regarding the '5th National Action Plan for Combating Violence Against Women' has been published in the Official Gazette. The communiqué states that preventing violence against women requires a multi-faceted, interdisciplinary, and holistic approach, necessitating the collective will and responsibility of all segments of society. It emphasized the great importance of ensuring cooperation and coordination among public institutions, universities, local governments, non-governmental organizations, and the private sector in the work to be carried out in this process.

THE ACTION PLAN WAS PREPARED UNDER THE COORDINATION OF THE MINISTRY

The communiqué expressed that four national action plans have been implemented since 2007, determining the policy priorities and responsibilities that parties must undertake in combating violence against women in Turkey. It was stated that the 5th National Action Plan for Combating Violence Against Women, built on the experiences gained from the comprehensive cooperation and efforts carried out in this field, focusing on current needs and presenting a vision for 2026-2030, was prepared under the coordination of the Ministry of Family and Social Services (the Ministry) and that the action plan would be published on the Ministry's official website.

VARIOUS DUTIES AND RESPONSIBILITIES ASSIGNED TO INSTITUTIONS AND ORGANIZATIONS

The communiqué noted that the Action Plan, which aims to 'Prevent All Forms of Violence Against Women with the Zero Tolerance Principle for Violence,' assigns various duties and responsibilities to relevant public institutions, universities, local governments, non-governmental organizations, and the private sector within an intersectional and holistic strategic framework. It was also added that for the institutions and organizations in question to achieve the objectives and strategic goals of the Action Plan, they are expected to integrate the strategies and activities outlined in the Action Plan into their own plans, programs, and budgets.

INSTITUTIONS WILL ENTER THEIR WORK INTO THE MONITORING SYSTEM

In this regard, inter-institutional coordination in the implementation of the Action Plan will be provided by the General Directorate of the Status of Women of the Ministry of Family and Social Services. The monitoring and evaluation processes of the Action Plan will be carried out through a monitoring system established by the Ministry. Within the scope of monitoring and evaluation, institutions and organizations will enter the work they have carried out regarding their responsible activities into the monitoring system according to the procedure determined by the Ministry. Accordingly, the annual monitoring report prepared by the Ministry will be sent to the Presidency and published on the Ministry's official website.

According to the communiqué, all institutions and organizations are requested to diligently fulfill their duties and responsibilities under the '5th National Action Plan for Combating Violence Against Women (2026-2030)'.
