The "Regulation on Certified Construction Masters" has been published in the Official Gazette. With the regulation, which will gradually come into effect on December 31, 2025, the Ministry of Environment, Urbanization and Climate Change will implement a system to ensure the job-based tracking of construction masters.

The "Regulation on Authorized Construction Masters" prepared by the General Directorate of Professional Services under the Ministry of Environment, Urbanization and Climate Change has been published in the Official Gazette. The regulation, which will come into effect on December 31, 2025, will ensure that construction masters working in construction jobs are registered. In order to prevent a shortage of certified personnel in the construction sector, the professional qualifications of the masters will be increased, and pioneering practices will be developed, and construction masters will be kept registered in the Ministry's system.
CONSTRUCTION MASTERS ARE ALSO BEING REGISTERED
The General Directorate of Professional Services, which carries out professional registration, certification, and monitoring processes for the construction sector, was already keeping records of site chiefs, construction contractors, design supervisors, and plan authors. With the new regulation, construction masters who will work in construction jobs will also be registered.
AUTHORIZED MASTERS WILL REGISTER IN THE ŞANTİYEM APPLICATION
In this context, construction masters who have a professional competence certificate, a master certificate obtained according to the Vocational Education Law, and a diploma from relevant fields and departments of vocational and technical education schools and universities, which have been made mandatory by the relevant law, will be able to register in the Şantiyem application through "e-Government". The Şantiyem application will work integrated with building permit systems.
The site-based tracking system, which is planned to be gradually implemented, will start to be applied 1 year after the regulation comes into effect for jobs over 4,500 square meters, 3 years later for jobs between 1,500-4,500 square meters, and 4 years later for jobs between 500-1,500 square meters. With the implementation of the system, all construction masters who start working under the employer or subcontractor at the construction site will have their start and end work information recorded by site chiefs through the system.
The job-based tracking of construction masters will also be carried out with this system. Thus, working with authorized certificates in construction jobs will be encouraged, professional competence will be increased, and it will contribute to the formation of quality and safe construction that prioritizes the satisfaction of the end users, the building owners.
