The Ministry of Trade's Electronic Announcement Verification System (EAVS) has become mandatory for real estate listings for sale as of February 15. The new application, which requires authorization through the e-Government portal, aims to prevent fake listings and unauthorized real estate agents. Those who do not comply with the rules may face administrative fines ranging from 10,000 TL to 100,000 TL.

The Electronic Listing Verification System (EIVS), implemented by the Ministry of Commerce to increase transparency in the real estate sector and prevent speculative price increases, has become mandatory for real estate listings for sale as of February 15. The system, previously applied to rental properties, will now also cover sales listings nationwide.

The Ministry has planned the system, which aims to prevent consumer victimization and curb unregistered activities, in two phases. The application, which started on January 1, 2025, for rental property listings, has been expanded in the second phase to include properties for sale.

VERIFICATION MANDATORY FROM E-GOVERNMENT

With the new regulation, property owners will authorize real estate businesses during the sales listing process by selecting their property through e-Government. This verification aims to prevent listings opened by unauthorized individuals, price manipulations made with fake accounts, and unregistered brokerage activities. Listings that have completed the verification process will include the statement "Authorization verification has been done from EIVS" or the relevant logo.

AUTHORIZATION PERIOD: AT LEAST 3 MONTHS

Within the system, property owners will be able to cancel the authorization they granted through e-Government. The authorization period will be applied for a minimum of 3 months and can be extended through the same screen.

THE NEW SYSTEM OFFICIALLY STARTED TODAY

According to the schedule set by the Ministry, the system was piloted in Istanbul, Ankara, and Izmir as of February 1 to improve technical integration and user experience processes. As of February 15, it has been launched across Turkey. With the nationwide start of the application, the ownership information of properties for sale published on listing platforms will be matched, creating a safer trading environment.

The President of the Federation of All Real Estate Consultants of Turkey (TEMFED), Hacı Ali Taylan, stated that the regulation will create a significant transformation in the sector. Taylan noted that they have completed the preparation and training processes as a federation, and expressed that the application of the system in rental listings has facilitated the compliance process. He emphasized that the regulation will eliminate fake listings and unauthorized real estate activities, stating that the application will yield positive results for both consumers and sector representatives.

HOW WILL THE NEW SALES SYSTEM WORK?

  • The property owner will enter the EIVS authorization procedures section through e-Government.
  • They will select the real estate they wish to sell from the system.
  • They will enter the authorization certificate number and tax information of the real estate consultant they will work with into the system.
  • They will define the authorization period (the initial authorization must be at least 3 months).
  • The "Property Identification Number" created by the system will be communicated to the real estate consultant.
  • The authorized real estate consultant will be able to enter the listing into the portal with this number.
  • The authorization can be canceled before the expiration, but in case of cancellation, the listing will remain active until the defined period ends.

Citizens can also submit listings without a real estate consultant if they wish. However, in this case, listing portals will need to prove that the property truly belongs to the person submitting the listing or their first-degree relatives.

PENALTIES STARTING FROM 10,000 TL

Real estate consultants and property owners who do not comply with EIVS regulations may face administrative fines ranging from 10,000 to 100,000 TL. Additionally, individuals and businesses acting as intermediaries without an authorization certificate will also be subject to sanctions.
